The Institute and Faculty of Actuaries (IFoA) is the UK’s chartered professional body dedicated to educating, developing and regulating actuaries based both in the UK and internationally. The IFoA regulates and represents over 32,000 members worldwide, overseeing their actuarial education at all stages of qualification and development throughout their careers. We set examinations, continuing professional development, professional codes and disciplinary standards for our members.

We are seeking to appoint legally qualified individuals to the Independent Reviewer and Appeals Assessor Pool. The role involves considering applications for review or appeal, arising under the IFoA’s Disciplinary Scheme. The role is a professional regulatory role with an initial tenure period of three years which can be renewed, where both parties wish, for a further three years. Please note the role holder must be legally qualified and must not be a senior employee or director of the FRC or someone appointed to a role directly related to the FRC enforcement function.

Key Tasks And Responsibilities

  • Reviewing referred Adjudication Panel determinations with reference to the grounds of review and producing detailed written reasons, as detailed in the Rules.
  • Determining whether to grant leave to appeal determinations of a Disciplinary Tribunal Panel, Capacity for Membership Panel, Interim Orders Panel and Readmission Panels, as required following the rules of the Disciplinary Scheme and supporting Regulations.
  • Adhering to timeframes set by the IFoA Disciplinary Committee.
  • The time commitment varies dependent on the volume of referred determinations in any given year (potentially in the region of 10 days per annum).

Essential

  • Significant and demonstrable experience as a qualified practising member of the bench, barrister, advocate or solicitor.
  • Ongoing and up to date knowledge and understanding of public law and professional regulatory and disciplinary law.
  • A properly grounded understanding of judicial processes, the rules of natural justice and principles of good regulation.
  • Significant demonstrable experience of drafting clear, concise and well‑reasoned determinations or reports relating to professional disciplinary, regulatory or other formal legal proceedings.
  • A sound ability to interpret law, apply it to relevant facts.
  • Ability to analyse and evaluate volumes of case report and investigation materials covering matters of professional ethics and/or actuarial work.
  • Evidence of drafting reasons in plain language, summarising complex matters clearly and succinctly.
  • Demonstrable integrity, independence of mind and fairness.
  • Good organisation skills to manage cases efficiently and effectively within clearly defined timescales.
  • Strong IT and computer skills.

Desirable

  • Understanding of the breadth and work that might be undertaken by an actuary and their regulatory obligations.
  • Experience of working with a variety of professional regulatory enforcement regimes and practices, including professional misconduct and fitness to practice panels and processes.
  • A high level of experience with public hearings, preferably in international professional regulatory or civil processes and in the capacity of legal adviser, chair or panel member roles.
  • Interest in finance and investment, pensions and/or insurance fields.
