We have an opportunity for a B2 Policy Manager to join the Policy Team here at the Scottish Public Pensions Agency on a temporary basis for 3 months. This is an ideal development opportunity for someone looking to broaden their experience in policy.
The Scottish Public Pensions Agency is an Agency of the Scottish Government. Our principal role is to administer the pensions for employees in the National Health Service, Teachers’, Police and Fire-fighters’ pension schemes in Scotland for over 640,000 key workers. The Agency administers these public service pension schemes on behalf of Scottish Ministers with an annual pension spend to over 200,000 pensioners to the value of more than £3.7 billion.
- Contribute to high‑quality briefing and advice for senior officials and Ministers, including the management of Ministerial and official correspondence, Parliamentary Questions and Freedom of Information requests.
- Contribute to the design, development and evaluation of pension policy, including strategy development, appraisal, impact assessment, monitoring and evaluation.
- Manage the development and instruction of secondary legislation, including introducing and implementing required changes to pension scheme regulations.
- Support effective policy delivery by working closely with administration colleagues within SPPA and providing scheme advice as required.
- Undertake participation and engagement with partners and stakeholders, including the Scheme Advisory Board and members of the public.
- Contribute to effective collaboration across government and to maintain positive working relationships with UK Government counterparts, including attending key scheme meetings in England and Wales as an observer.
- Contribute to the drafting and preparation of official documents, including guidance, publications and other policy materials.
- Undertake line management and staff development responsibilities, alongside the preparation and assessment of appeal case determinations.
