Overview

The Equality, Inclusion & Human Rights Directorate’s mission is to ensure equality, inclusion and human rights are at the centre of everything the Scottish Government does, promoting equality, tackling discrimination and fostering inclusion. The Mainstreaming and Inclusion Division is responsible for delivering a diverse range of high-profile policy work including: mainstreaming equality, inclusion and human rights into strategic decision making such as PfG and the Budget, the Mainstreaming Strategy, the Public Sector Equality Duty, hate crime, community cohesion, faith and belief, strategic anti-racism policy and the establishment of AROS.

The establishment of AROS represents a significant step in building national infrastructure to address structural and institutional racism in Scotland; it is a PfG commitment. The purpose of the AROS will be to support and challenge the Scottish Government and other public bodies to deliver genuine and irreversible systemic change. It will be a national centre of excellence in Scotland on policy and practice through an intersectional, anti-racism lens.

AROS is designed to be:

  • an Observatory which brings together quantitative and qualitative data on ethnic and racial inequalities in Scotland
  • a repository which holds historical and current evidence from a range of different sources to maintain awareness and inform actions
  • a collaboration that reflects the consensus between the Scottish Government and all other relevant stakeholders that Scotland needs to better engage with the experiences of those adversely racialised in society
  • exemplifying co-producion, led by those who are most affected by its outcomes.

The postholder will also line-manage a B3 Policy Manager.
