We have an exciting opportunity for a B3 to join our team on a permanent basis as a Product Manager.

Corporate Operations Directorate, part of the DG Corporate family, leads efforts to enable Scottish Government to operate more effectively and efficiently, supporting both internal teams and shared service customers. Our critical technologies and services underpin operations across government, with a focus on digital transformation, automation and shared services.

This post sits in the Platform Management team in the Corporate Hub Division. The team consists of a number of Product, Delivery, Change and Test professionals who work with a range of multi-discipline teams to ensure the platforms and products being managed are continually improved in a controlled environment. The initial focus of the team is the Oracle Cloud Finance and HR platform, but this may focus may widen in the future. As the team is relatively new, there is an expectation that all team members will contribute to the shaping of the service as it continues to develop.

As the team continues to develop, the duties and responsibilities of the role may change. Reporting to the Lead Product Manager, the Product Manager will be responsible for ensuring corporate platforms are managed effectively and optimised, in conjunction with business process owners, users and other teams within Corporate Operations. They will own the system functionality, ensuring any requests for change and supplier-initiated updates are considered, governed and prioritised as appropriate, ensuring the Scottish Government makes best use of its resources.

  • Lead a multi-disciplinary team in the development and management of the roadmap and backlogs for their allocated platform (e.g. Oracle Cloud modules), performing regular reviews to identify opportunities for continuous improvement in partnership with a range of stakeholders.
  • Manage the product updates being released by the software supplier, taking responsibility for driving forward adoption of new features and technologies to maximise value delivery
  • Use agile tools and methods and advise colleagues in their use, providing clear, open and transparent frameworks to enable delivery.
  • Encourage reflective practice across Corporate Operations and wider stakeholder groups to improve ways of working.
  • Design services and make decisions to meet user needs, showing an awareness of assisted digital support and ensuring its importance is understood.
  • Ensure the products being managed get used and work to realise the benefits in original business case.
  • Design operational processes for the running and maintenance of products or services throughout their product life cycle
  • Overcome operational constraints to deliver a successful product or service
  • Ensure that the right actions are taken to investigate, resolve and anticipate problems
  • Co-ordinate the team to investigate problems, implement solutions and take preventive measures
  • Effectively get buy-in from the organisation
  • Work with scant information and explain it in abstract terms
  • Identify and engage with users or stakeholders to collate user needs evidence
  • Understand and define research that fits user needs

Experience

1. You’re experienced in helping teams to manage and visualise outcomes, prioritise work and adhere to agreed minimum viable product (MVP), priorities and scope
2. You have working knowledge of delivering products and services at different phases, while ensuring the team is working towards the appropriate service standards
3. You’re experienced in co-ordinating a team to investigate problems, implement solutions and take preventive measures
4. You have demonstrable experience of overcoming operational constraints to deliver a successful product or service by working closely with operational delivery teams.

DDaT Pay Supplement Review

The DDaT pay supplement was recently reviewed and the outcome was to withdraw the supplement for all roles. A new, more targeted Government Digital and Data (GDD) pay supplement was introduced from 1 May 2026.

In line with pay supplement policy all staff in receipt of DDaT are entitled to a 12 month notice period until 30 April 2027.

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location.
