If you are interested in international policy and Scotland's international network, then this is the job for you. Working in DCEA's International Relations, Population and Migration Division, the International Relations team works to enhance Scotland’s international relationships and reputation to support delivery of the Government’s domestic priorities and to promote our ambition to be a good global citizen. You will be responsible for policy advice on Japan, Republic of Korea and ASEAN nations. Policy areas for engagement include (but not limited to); Energy, Culture, Trade and Investment, Tourism and Education.

This is a great opportunity to work in the Asia team, working closely with the Scottish Government and external stakeholders, to manage Scotland’s relationship with Japan, Republic of Korea(ROK) and ASEAN, most notably Singapore. You will be responsible for developing Scotland’s bilateral relationship in line with our values; ensure ministers are informed about countries you cover, and that the wider Scottish Government brings substance to the relationships. As not all countries you cover have representation in Scotland, you will work with Scotland House London to liaise with the relevant diplomatic missions as well as with in Japan and Singapore.

Responsibilities

Responsibilities

  • We are looking for an officer who can collaborate effectively with the Scottish Government stakeholders, supporting delivery of the Asia business plan. Work on this region offers an opportunity to be creative, seeking opportunities for Scotland coming out of bilateral engagement by ministers and officials, including at sub-national level. Key areas of responsibility will include:

  • Providing briefing for and supporting ministerial visits to East Asian and ASEAN nations, working to deliver Asia team business plan objectives;

  • Develop an understanding of the political, social and economic situations in your region of responsibility; advise ministers on both opportunities and risks in our bilateral relationships; and drive forward whole-country business plans;

  • Support inward visits from countries within your region, including meetings with ministers, as well as external meetings with visiting delegations (which might entail occasional evening or weekend working) and supporting Scotland House London in building substance in their relationships with the relevant diplomatic missions,

  • Build relationships with key internal stakeholders to create and drive opportunities for the bilateral relationship, including SG directorates and non-departmental public bodies like Scottish Development International (SDI), Visit Scotland, Universities Scotland, and external stakeholders including the Foreign, Commonwealth and Development Office, EIF, British Council and foreign diplomatic missions.

  • Creating and driving engagement with Scotland’s diaspora in your countries, working with Scottish Connections team (who lead on diaspora relations) and other stakeholders, including communications specialists

  • Providing general oversight and drafting of Ministerial correspondence, FMQs, PQs and FoIs (including working as one of the FOI handlers for the Directorate). Ad-hoc, reactive work on geographies in the wider Asia region, as well as cover for other B-band colleagues, depending on priorities across the division.
