Responsibilities
Project Delivery and Coordination
- Support the planning, coordination and delivery of People Workstream activities across the More Homes Scotland Programme.
- Maintain project plans, action trackers, risk registers and milestone reporting documentation.
- Coordinate meetings, workshops, working groups and stakeholder engagement activities.
- Monitor progress against programme plans and support the identification, management and escalation of risks, issues and dependencies.
- Support reporting and governance arrangements, including preparation of programme updates and decision-making papers.
Workforce Planning and Organisational Design
- Support workforce planning, organisational design and people transition activity associated with the creation of More Homes Scotland.
- Assist with role profiling, role mapping, workforce modelling and organisational structure development.
- Analyse workforce data and organisational information to support evidence-based decision making.
- Support workforce planning activities, including resourcing requirements, skills analysis and future workforce considerations.
COSOP and Staff Transfer Activity
- Support the planning and delivery of staff transfers in line with COSOP principles, employment legislation and Scottish Government policy.
- Assist with employee mapping, workforce analysis and transfer readiness activities.
- Support consultation activity with trade unions, employees and other stakeholders.
- Develop communications, briefing materials, FAQs and governance papers to support transfer activity.
- Monitor transfer milestones, dependencies and risks, ensuring issues are escalated appropriately.
Change Management and Employee Engagement
- Support organisational change and transition activities, helping leaders and employees navigate change effectively.
- Contribute to employee engagement and organisational culture initiatives throughout the programme lifecycle.
- Support the development and delivery of change communications and engagement activities.
- Gather and analyse feedback from staff and stakeholders to identify emerging themes, risks and opportunities.
Recruitment and Resourcing
- Coordinate recruitment and selection activity to support programme resourcing requirements.
- Support onboarding and integration activities for employees joining More Homes Scotland.
- Assist with workforce and resource planning activities to ensure appropriate staffing arrangements are in place.
Stakeholder Engagement, Governance and Insight
- Build and maintain effective working relationships with internal and external stakeholders.
- Prepare high-quality reports, presentations, briefings and governance papers for programme boards and senior stakeholders.
- Produce workforce, people and organisational data analysis to support programme decision-making and reporting requirements.
- Support the identification and mitigation of workforce, organisational and employee relations risks.
Equality, Diversity and Inclusion
- Support equality impact assessments and related people impact activity associated with programme decisions and organisational design.
- Ensure people-related activity reflects Scottish Government commitments to equality, diversity, inclusion and fair work principles.
