Expressions of interest are invited for a 12 month temporary B3 role as High Volume Casework and Risk Assessment Manager. The Scottish Charity Regulator (OSCR) is the independent regulator and registrar of Scottish charities. We are accountable directly to the Scottish Parliament and operate independently from Scottish Government. Our role is to build trust and confidence in charities, hold them to account, and support them to make a positive impact.
This is an important management role within OSCR’s Regulation and Improvement function. You will lead the High Volume / Low Risk casework team, ensuring that decisions and case handling are consistent, proportionate, and aligned with how we assess risk across the sector. You will be responsible for delivering efficient, high-quality casework at scale, while contributing to continuous improvement in how we work – from processes through to customer experience and outcomes. We’re looking for someone who brings strong operational leadership, sound judgement, and the ability to balance regulatory compliance with a proportionate, risk-based approach.
Working closely with senior colleagues, you will contribute to shaping OSCR’s regulatory approach, ensuring that insight from frontline casework informs organisational priorities and continuous improvement. This role is responsible for a team of seven staff and reports to the Head of Regulation and Improvement.
Responsibilities
- Lead, manage and motivate the risk assessment team to ensure risk assessment of incoming applications and intelligence is carried out rigorously, in line with the Risk Framework, procedures and agreed targets.
- Lead, motivate and manage the low risk teams to ensure the consistent delivery of low risk/high volume casework in line with agreed targets, allocating work and effectively balancing available resources with customer demand.
- Champion and model OSCR’s continuous improvement culture to ensure that the teams use data to keep identifying and improving procedures and processes to improve outcomes in line with OSCR’s corporate plans, and identify and remove low value tasks.
- Plan and set operational targets for the teams that deliver agreed customer service outcomes, using reporting and forecasting tools to ensure that deadlines are met and that the team is resilient and resourced effectively.
- Work with the other casework team managers to deal proactively and flexibly with varying casework priorities and pressures.
- Work with colleagues across OSCR to identify trends and issues, agree solutions and agree proactive measures by OSCR to enable continuous improvement in charities and increase public confidence in them.
- Ensure that the teams work in accordance with agreed procedures, legislative requirements and procedural fairness, escalating or de-escalating tasks to other teams when the risk changes.
- Develop and support the teams and individuals with any learning and development needs, ensuring that succession plans are in place.
Qualifications
This role is a temporary position with an expected commitment of 12 months.
