An exciting opportunity has arisen to lead the future change and improvement of the Scottish Government estate, and to oversee our statutory responsibilities to keep our estate safe, compliant and resilient.

Workplace Division has nearly 200 staff and is responsible for managing all aspects of the core SG estate and operations, ensuring its buildings and fleet are safe, secure, inclusive, resilient, environmentally friendly, fit-for-purpose and operate effectively. The division manages our statutory responsibilities, including rolling maintenance programme and supports our medium- to long-term change and improvement – ensuring we have a fit-for-purpose estate which meets the needs of staff and the organisation.

There is significant scale and complexity with the work the division delivers and this role plays a key part in shaping the future ambitions of our estate, aligned with our Estate Strategy and Single Scottish Estate and Public Service Reform programmes. This is a challenging, high profile and specialist role and the post holder will need to balance immediate and reactive needs alongside strategic planning, as well as navigating resistance to change through engagement with stakeholders, business areas and senior officials.

The post holder will be a member of Workplace Division's Senior Management Team supporting a diverse division.


Responsibilities

Responsibilities

  • Lead the delivery of a wide range of programmes of planned and reactive construction, refurbishment, maintenance including specialist fit-out projects, change and estate optimisation.
  • Develop robust and resilient future capital and resource investment plans to ensure all SG’s buildings and plant are resilient and compliant, including developing business cases and overseeing large scale and significant strategic projects
  • Following CDM Regulations (2015), provide strategic leadership on Health & Safety by ensuring robust governance, effective appointment and performance of duty holders, and the integration of risk management and safe design principles throughout all stages of estates projects.
  • Work with Facilities Services colleagues to prioritise and deliver environmental projects in line with the Scottish Governments Environmental Policy to contribute towards reaching Net Zero by 2045.
  • Oversee assessment and development of a delivery programme for inclusive workspaces projects across our estate, aligning to the SG Diversity and Inclusion Strategy and engaging with a range of staff networks.
  • Maintain excellent strategic relationships with our internal and external stakeholders. This will include setting and supporting the delivery of stretching KPIs for contractors and facilitating meaningful engagement on change and improvement with internal stakeholders.
  • Lead annual budget planning and ensure robust financial management (approx. £15-25 million p.a.) with rigour and accountability.
  • Act as a subject matter expert in relation to property and construction activities, knowing and adhering to appropriate regulations and statutory duties, providing robust and balanced advice and guidance to Ministers and senior officials.
  • Active member of Workplace Division Senior Management Team contributing to annual business planning, lead governance forums, engage stakeholders and support the development of all staff in and inclusive and supportive way; and lead a unit of project specialists, manage operating budgets and setting annual plans.

Qualifications

  • Holds or is working towards Projects Accreditation at Chartered, Certified or Fellow grade (RICS, IWFM, CIOB, CEng, CEnv, RTPI, RIBA, APM)
