The Procurement Services Division is the procurement delivery function for the Scottish government. The Division has 5 broad teams: Scottish Government Procurement, Capability, Contract Management, Shared Services, and More Powers. Our commercial and procurement support is delivered through a variety of models, including Managed Services, ad-hoc support, and teams embedded into customer organisations.

The role-holder will be responsible for the development of all aspects of a high-quality Procurement and Commercial team as well as contributing to the strategic management of Scottish Government's Procurement Services Division. The successful candidate will sit on the division's senior management team. While an integral part of the procurement function, the team is embedded into policy programs responsible for supporting key Scottish Government projects, such as Social Security, Employability programs, Commercial Value for Money, and Vessel’s replacement programme.

Responsibilities

The post holder will be responsible for all aspects of commercial and procurement governance, demonstrating high quality commercial skills and compliance with public procurement rules. This will include leading a team of procurement professionals in the development, planning and implementation of procurement and commercial strategies for complex high value, high risk, diverse portfolios of procurements.

The post holder will hold key governance roles within high profile programs in the Scottish Government, ensuring that all commercial and procurement risks are articulated, understood and managed appropriately. You will provide clear direction and leadership to your team as well as internal and external senior stakeholders. The post holder will be required to lead the resolution of complex decisions and issues to achieve outcomes providing robust commercial advice and guidance to More Powers programs' senior leadership teams, senior stakeholders and staff.

You will work across the organisation, sharing experience and input to the identification and deployment of best practice. You will advise on legal, policy and other requirements pertaining to strategic public procurement. The Senior Portfolio Manager will be expert in their portfolio, pushing boundaries with innovative approaches.

The Senior Portfolio Manager will proactively manage and develop the supply base to continually improve customer service and value for money whilst delivering sustainable procurement benefits in line with procurement policy. You will realise identifiable savings and other benefits to the wider government economic and sustainability agenda. You will work flexibly both within the Division and across the Directorate to help deliver the organisation’s wider goals in line with the Directorate Plan. You will promote flexible working across the team and contribute to best practice initiatives.

Work effectively with a range of key stakeholders in Scottish Government, external markets, and Central Government bodies and UK other government departments to deliver credible procurement strategies and contracts. You will work flexibly both within Major Programmes Procurement programs and with external delivery bodies to help deliver the organisation's wider goals.
