As a Performance Manager at Disclosure Scotland, you will play a pivotal role within the National Barring Service - an essential function of this executive agency of the Scottish Government. Our work underpins safer, fairer recruitment practices by providing criminal record checks, managing the Protection of Vulnerable Groups (PVG) Scheme, and making critical decisions on behalf of Scottish Ministers about who should be barred from working with vulnerable groups.
At the heart of Scotland’s safeguarding system, the National Barring Service is responsible for identifying individuals who may pose a risk and ensuring appropriate action is taken to protect vulnerable people. This role offers a unique opportunity to contribute directly to that mission and help maintain public trust in vital safeguarding processes. As part of a collaborative and high-performing performance management team, you will oversee the delivery of operational casework across administrative teams. You will ensure that processes run efficiently, outputs meet quality standards, and key performance indicators are consistently achieved.
Your work will support compliance with statutory requirements set out in the Protection of Vulnerable Groups (Scotland) Act 2007 and the Disclosure Scotland Act 2020, ensuring that decisions are timely, accurate, and robust. This is an opportunity to combine leadership, operational oversight, and public service impact - helping to ensure that Scotland remains a safe place for its most vulnerable communities.
Responsibilities:- Provide leadership and management oversight to two B1 line managers, supporting them to effectively manage a team of approximately 15 Assistant Caseworkers, developing capability, resilience, confidence, and a positive, inclusive team culture.
- Oversee performance across defined areas of responsibility, ensuring delivery against KPIs, quality standards, and all statutory and policy requirements.
- Work in close partnership with the B3 Operations Manager and Heads of Service to deliver accurate and timely operational insight, supporting effective reporting, prioritisation, and allocation of resources across the wider Barring Service.
- Ensure operational processes are applied consistently and correctly, contributing to robust safeguarding outcomes for vulnerable groups across Scotland.
- Analyse and utilise management information to identify emerging risks, performance issues, and opportunities to improve service delivery.
- Champion continuous improvement, supporting the refinement of processes and the implementation of more efficient and effective ways of working.
- Communicate clearly and consistently with teams and operational delivery colleagues to ensure priorities, changes, and expectations are understood and embedded.
- Build effective working relationships with partner teams and key stakeholders, representing the team and sharing relevant updates and best practice.
- Promote and maintain a supportive and inclusive working environment where staff feel valued, engaged, and empowered to perform at their best.

Technical / Professional Skills:- Operational leadership and management: Designs and establishes team processes, practices and routines that support effective and inclusive team working and service delivery (including for virtual teams).

- Adaptability to change: Supports team to see change positively and to continuously improve the team’s capability, performance and service delivery.
- Sources and analyses a range of evidence, insights and data to identify areas for improvement activity, and sets measurable service improvement plans.
- Explores options to apply technology and digital processes to improve service accessibility and delivery for customers.
- Data and insight: Able to source, validate and analyse a range of relevant information and data (using data tools like Excel) and then present it to inform decision making.
- Uses data to regularly evaluate delivery performance (e.g. dashboards) and to highlight trends or risks which could impact service delivery or stakeholders.
