Take on a key role at the heart of safeguarding Scotland and help protect those who need it most. Join Disclosure Scotland, an Executive Agency of the Scottish Government working on behalf of Scottish Ministers, where you’ll be part of a trusted team delivering essential public protection services. Our mission is to safeguard people and support national priorities including Children and Young People, Fair Work, Communities, Human Rights and the wider economy. You will play a crucial role in improving the Protecting Vulnerable Groups (PVG) Scheme and processing of disclosure applications, ensuring we are handling sensitive information with care and integrity. The objective of this role is to ensure safe, confident recruitment decisions across Scotland while upholding public trust and driving continuous improvement in a high-impact service.

Responsibilities:

  • Lead process reviews to improve efficiency, consistency, and user experience.
  • Resolve issues impacting service performance and customer satisfaction.
  • Partner with Digital and Operations teams to implement automation and improved processes.
  • Develop and lead the Continuous Improvement (CI) Plan.
  • Use operational data and insight to identify and prioritise improvement opportunities.
  • Establish governance frameworks to manage CI activity, champions, and accountability.
  • Monitor, evaluate, and report on the impact and benefits of improvement initiatives.
  • Analyse review outcomes to identify trends, insights, and recommendations.
  • Engage stakeholders effectively, facilitating discussions and presenting findings.
  • Align operational training with business needs and strategic priorities.
  • Collaborate with Heads of Department to ensure alignment of improvement activity and delivery.
  • Champion a culture of continuous improvement and innovation.

Qualifications:

  • Operational leadership and management – Practitioner Level
  • Data and insight – Practitioner Level

Experience:

  • A proven track record of leading process improvement initiatives that deliver measurable benefits to service quality and efficiency.
  • Experience resolving operational issues that impact performance and customer satisfaction.

About us:

Disclosure Scotland is an Executive Agency of the Scottish Government, operating on behalf of Scottish Ministers to deliver a vital safeguarding role for the people of Scotland. Our work directly supports the Scottish Government’s National Outcomes for Children and Young People, Economy, Fair Work and Business, Communities, and Human Rights. We provide two core services, managing and delivering the Protecting Vulnerable Groups (PVG) Scheme and processing disclosure applications to enable safer recruitment decisions.

Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role. From October 2025, Disclosure Scotland will require staff in hybrid-compatible roles to work in-person 2 days of the week, either in an office or other agreed work location.

Security checks:

Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
