This is an exciting opportunity to join the Place Service branch within the People and Place division as a B3 Property Manager. As Property Manager, you will fulfil a critical role in branch ensuring that day to day operational activity and capital investment plans are aligned, and that central and national estate property transactions are managed aligned with the Single Scottish Estate programme, an objective of the Public Sector Reform strategy.

You will work closely with the Workplace team in branch to ensure they have the financial information they need to undertake their duties, develop and deliver the Agency’s property lifecycle capital replacement programme, deliver critical operational and capital projects, and manage lease and tenant agreements working closely with landlords and tenant organisations. The position reports to the Property and Protective Security Lead, with key relations in branch to ensure an integrated approach to service delivery.

Responsibilities

  • Lead on the administration of the Place Service budget ensuring that financial transactions are authorised and recorded in accordance with the Scottish Public Finance Manual (SPFM).
  • Prepare the Place Service financial dashboard for presentation at the monthly branch performance meeting, conveying operational and capital spend against budget, reporting variance to budget holders.
  • Provide operational financial information, related to service charge and planned preventative maintenance activity, and other workplace service contracts.
  • Review completed building condition surveys and prepare property lifecycle capital replacement plans to renew offices aligned with lease requirements.
  • Lead on the delivery of allocated capital projects including lifecycle capital replacement projects; working closely with Workplace, Finance and Procurement teams. This involves preparing business cases, seeking approval via governance, and progressing through the project cycle.
  • Support the delivery of transitioned operational projects, with the support of the Workplace team, to address emergent complex operational issues.
  • Manage lease agreements related to the central estate, and space occupation agreements related to the national estate to enable the occupation of space to support core service delivery by Social Security Scotland.
  • Prepare space occupation agreements for sub-tenants, and prepare quarterly and year end rent and service charge statements; working closely with tenant and prospective tenants to realise Single Scottish Estate objectives.
  • Develop and maintain the Property performance dashboard, and present related information at the monthly branch performance meeting.

Qualifications

  • Institute of Workplace and Facility Management (IWFM) Level 4 training, at Award level, or the willingness to undertake this qualification within 12 months.

Success Profile

We use an assessment framework called ‘Success Profiles’ which lists the elements we test and provides detailed descriptions of each. For this post, the following Success Profile elements will be assessed:

  • Technical / Professional Skills: You will demonstrate the following skills within the Built Environment Technical Framework.
  • Strategy and Business Planning – Working Level Experience: Working on projects with commercial experience gained within a property, facilities management or similar complex function.
  • Experience of managing stakeholders on the delivery of an agreed objective with a focus on both commercial performance and business strategy.
  • Experience of managing suppliers including the ability to support negotiations, manage or escalate issues, and engage in key decision with a strategic focus.

Further Information

This role is only available to existing permanent civil servants who have successfully completed their probation period within Social Security Scotland, or the broader Scottish Government. The successful candidate will be expected to remain in post for a minimum of 3 years unless successful in gaining promotion to a higher Band or Grade.
