Are you an experienced product manager with the skills to deliver critical annual pension events while leading a small, dedicated product community, and driving continuous improvement across the product lifecycle?
The Scottish Public Pensions Agency (SPPA) is an Agency of the Scottish Government. Its principal role is to administer the pensions, premature retirement and injury benefits schemes for employees of the National Health Service in Scotland, the Scottish Teachers' Superannuation Scheme, the Fire Scotland Pension Scheme and the Police Scotland Pension Scheme.
The Lead Product Manager (Annual Events) is a senior strategic role responsible for guiding the end to end delivery of the agency’s annual pension events, specifically the delivery and continuous improvement of Annual Benefit Statements, Pension Savings Statements, and related legislative change. The role blends leadership of the product lifecycle, people leadership, and operational influence to ensure regulatory compliance, efficient delivery, and continuous improvement across the pension administration landscape.
You will champion Agile and Lean ways of working, set long term product direction, and act as the expert voice for modern delivery practices. You will ensure the product is seamlessly integrated with wider services, meets changing user needs, and delivers measurable business benefits. Through strategic thinking, and operational awareness, you will help the organisation evolve how it delivers annual events year after year.
Responsibilities:
- Lead and coach teams in Agile and Lean practices, selecting the right approaches throughout the product life cycle.
- Drive innovation by creating new ways of working and defining methods that deliver the right outcomes.
- Act as a recognised expert, challenging and guiding teams while promoting best practice across Government Digital and Data.
- Ensure compliance with relevant legislation and regulations, in particular McCloud related requirements.
- Integrate products with wider services, ensuring they are used effectively and meet evolving user needs across channels.
- Develop business cases, simplify processes through automation, and link delivery back to benefits, lessons learned, and long term goals.
- Identify risks, anticipate constraints, and provide direction on tools, techniques, and sustainable support models.
Qualifications:

Experience:

- You should have experience defining and developing new and established products to comply with legislation and change and be able to explain and promote the requirements to others.
- You should have experience identifying, recording and tracking risks at the various stages in product life cycles and be able to follow governance procedures.

Our standard hours are 35 hours per week. We offer a range of flexible and hybrid working options, with two days minimum working on site at SPPA.
