Corporate Operations Directorate, part of the DG Corporate family, leads efforts to enable Scottish Government to operate more effectively and efficiently, supporting both internal teams and shared service customers. Our critical technologies and services underpin operations across government, with a focus on digital transformation, automation and shared services.

This post sits within the Purchase to Pay (P2P) Governance team in the Corporate Hub Division. The team consists of service delivery, customer support, service desk, and specialists who work across multiple disciplines to ensure purchasing and eProcurement services run efficiently and continue to improve. The structure brings together operational support, service desk capability, P2P service delivery and eCommerce expertise.

This is an excellent opportunity to play a pivotal role in driving optimisation of the P2P systems and services across multiple platforms including:

  • PECOS
  • Elcom Content Management (ECM)
  • Electronic invoicing
  • Electronic Purchasing Card (ePC)

  • Oracle Cloud


Responsibilities

Responsibilities

  • Product and Offering Management: Manage the development of the PECOS and ePC strategies which will set the future direction for the shared services. This will be aligned to the enhancement of multiple or complex services within the PECOS and ePC scope. Extensive engagement with a wide range of senior stakeholders from across the Scottish public sector will be required.
  • Backlog and Roadmap Management: Maintain and prioritise the backlog and develop the PECOS and ePC roadmaps, ensuring timely delivery of features and enhancements.
  • Stakeholder Collaboration: Engage with stakeholders to gather feedback, manage expectations and ensure alignment with business objectives. Cultivate effective relationships with a range of external stakeholders, partners, vendors, and business and technical stakeholders across the organisation.
  • Influence and Coaching: Influence, challenge and coach team members and stakeholders to drive success. Support professional development and continuous improvement through coaching and mentorship.
  • Leadership and Decision Making: Lead the evaluation, selection and delivery of enhancements to support the services. Coach and lead teams, determining the right approach for the team and evaluating it throughout the project lifecycle.
