The post-holder will lead on the operational design and technical support for the statutory domestic EPC calculation methodology systems and processes, which underpin the operation of the wider EPC assessment system. They will lead on technical aspects of these methodological systems and processes, working closely with colleagues leading on EPC policy and operational delivery teams. They will also work closely with other colleagues in Heat in Buildings leading on regulatory and operational delivery programmes for domestic buildings to ensure that the EPC system supports these policies and programmes.
They will be technically skilled and proficient in understanding the modelling which underpins the statutory calculation methodology systems and processes, and will work with the assessor industry to design and adopt the conventions and guidance for assessing domestic buildings and to update and amend these as the market evolves. They will provide ongoing support to the assessor industry to ensure continued successful operational delivery of the methodology within the market, working closely with the UK Government on shared operational systems and processes. The post holder will work with other parts of the EPC Unit as needed on any future reforms to systems and processes.
Responsibilities
- Lead on operational design and ongoing support for the statutory domestic EPC calculation methodology systems and processes, including drafting and publishing methodology documentation and conventions to describe the process for calculating reformed EPCs.
Liaising with UK Government to ensure effective service delivery of the Energy Calculation as a Service and Home Energy Model systems to calculate EPC ratings for all Scottish buildings, procuring work to produce Scottish amendments where required.
- Drafting high quality responses to requests from the assessor industry on operation of methodology systems and processes, assessing the information being provided and any possible harm resulting from its release, and securing appropriate senior manager sign off in line with organisational policy.
- Provide technical advice to policy and operational colleagues regarding the application of relevant legislation and guidance governing the statutory calculation methodology.
- Working with legal colleagues to ensure that regulatory frameworks reflect technical and methodological requirements for assessing the energy performance of domestic buildings.
- Lead on procuring and managing research projects, input into briefings, and respond to queries, Micases and PQs
