The Scottish Government (SG) Estate Strategy and Planning unit in the Scottish Procurement and Property Directorate is responsible for the strategic management of the SG core estate. The estate comprises a variety of building types located across approximately 65 sites on the mainland and islands. As theProperty Portfolio Project Manager you will be responsible for the early project initiation stages. This role will be critical in establishing a number of change projects linked our Estate Forward Plan. A major period of change is anticipated over the coming years in the SG core estate as we manage workplace expectations in line with our Hybrid policy, while taking all opportunities to reduce our footprint and deliver our Carbon Action Plan.

We are seeking a Project Manager with property change experience to join the Estates Strategy and Planning Unit. You will work closely with other key leads to deliver recommendations from the Estate Forward Plan.

  • Project lead for assessing and developing recommendations and advance planning for asset change projects. Undertaking stakeholder mapping and ensuring that appropriate communications and engagement is planned for.
  • Proactively informing and updating the Asset Plan and taking forward asset change options analysis related to driving optimisation, lease event decisions, building closure or strategic planning.
  • Identify and gather relevant information to inform decision making and develop the business case and programme plan following relevant governance processes.
  • Working collaboratively with colleagues and decision makers across all Directorates and DGs to support delivery of recommendations and provide regular status updates and reporting.

Qualifications

Applications are welcomed from candidates with property qualifications such as RICS, CIOB, RIBA etc, or with relevant experience. Portfolio Managers should have or be closely working towards a professional level qualification, such as APM’s PMQ, PMI’s PMP and Axelos’ Prince 2 (or equivalent specialist qualification for example through Property & Construction/Built Environment profession)

Working pattern

This role is a permanent level transfer position.
