The post is based in Revenue Scotland’s newly established Change Portfolio function, responsible for the implementation of New Devolved Taxes and other change initiatives across the organisation.
The PMO Manager will be responsible for the day to day management of the PMO, working closely with the Programme Manager and the Deputy Programme Manager to ensure the appropriate governance and support mechanisms are in place to support the delivery of change.
The post holder will engage with a wide range of stakeholders to effectively manage the PMO function, ensuring appropriate support is provided across the Portfolio team.
The PMO Manager will have line management responsibilities for staff within the PMO team.

- Support the Programme Manager to create, maintain and adapt where appropriate, effective governance arrangements and appropriate reporting and control mechanisms to support the delivery of change.
- Lead on the day to day management of the PMO using appropriate project and programme management methodologies, tools, and techniques to deliver outcomes.
- Create, manage, and maintain all required portfolio artefacts, including portfolio plan, RAID, progress reports, and dashboards, to support delivery and ensure that the PMO operates as the one source of truth for all relevant portfolio information.
- Support Project Teams across all areas of project delivery including planning, risk management and reporting to demonstrate progress, facilitate decision making, provide assurance and highlight areas of concern.
- Lead on the preparation and management required for: Programme Boards, Gateway Reviews, Digital Assurance reviews, audits carried out by Audit Scotland, Parliamentary appearances and information required relating to FOI requests, Parliamentary Questions, FMQs and internal assurance reviews.
Lead engagement with stakeholders at all levels to build strong working relationships, defining, planning, and agreeing specifications for portfolio reporting and embedding PPM best practice across teams.

PMO Managers should have or be working towards a professional level qualification, such as APM’s PMQ or Axelos’ P3O qualifications.

Experience:
This is a key role within Revenue Scotland’s newly established Change Portfolio function. The post holder must have:
- Strong experience of working in, and / or managing, a PMO or project delivery role for complex projects/programmes with a clear and demonstrable understanding of PPM methodologies and principles to develop and implement appropriate governance structures, reporting mechanisms, processes, and tools to facilitate the delivery of change.

Working Pattern
Our standard hours are 35 hours per week, we offer a range of flexible and hybrid working options. Our hybrid working principles require you to attend your assigned office, Victoria Quay, Edinburgh at least 2/3 days each month. Our hybrid approach supports a blend of home and workplace working, this should be agreed with the line manager to achieve the right balance between collaboration, in-person engagement and flexibility. You can also work from our Glasgow hub office if required.
Security checks
Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
