Overview
On 12 November 2019, the Cabinet Secretary for Justice announced his intention to hold a public inquiry into the circumstances leading to and following the death of Sheku Bayoh in 2015. The Inquiry commenced on 30 November 2020 and evidential hearings began on 10 May 2022. The Inquiry is independent of Scottish Ministers.
The Inquiry is examining the circumstances leading up to the death of Mr Bayoh, the post incident management process and subsequent investigation into his death. The Inquiry will also establish the extent to which Mr Bayoh’s actual or perceived race played a part in events, if any.
Scottish Ministers have recently appointed a new Chair. Evidential hearings have concluded and the Inquiry is now progressing to its final stages, including report writing and all that is involved in the latter stages of a Public Inquiry. This is an opportunity to join the secretariat at this time, providing support to the senior leadership team to ensure the effective running of the Inquiry as a whole in its final stages.
At this stage, there is a need to augment the senior leadership team with a temporary C2 Deputy Secretary to drive forward the strategic direction of the necessary work to ensure that the record of the Inquiry is appropriately managed.
Responsibilities
Key responsibilities
- Provide support to the Inquiry Secretary to manage the Inquiry teams to ensure delivery of the Inquiry’s objectives, particularly around the preservation of the Inquiry record, and evidence management.
- Provide support to the full Inquiry team including the Chair, Counsel and legal teams in administration, planning and recruitment matters and compliance with HR, procurement, data protection and related corporate policies.
- Liaise with a variety of different stakeholders, including legal representatives of core participants with which the Inquiry will interact whilst maintaining independence.
- Operate as a unit head within the Inquiry Secretariat in relation to one or more teams, and work flexibly across the Secretariat Senior Leadership team to provide resilience.

Demonstrable experience of delivering programme outcomes in an operational context, utilising recognised project or programme management frameworks and tools to drive delivery, manage risk and ensure outputs are achieved to agreed timelines.

Working Arrangement
Victoria Quay, Edinburgh although we are currently operating a flexible, hybrid working model. Working location is subject to change. The team currently attend office on a Tuesday.
