The More Homes Scotland Transition Team is seeking a Digital & Infrastructure Officer to support the establishment of Scotland's new housing delivery agency. Sitting at the heart of a major organisational transition, this role will help develop the agency's digital presence, support the design of its digital infrastructure and ensure the right technology, systems and services are in place to underpin successful delivery. It is an excellent opportunity to help build a new organisation from the ground up and influence how it operates from day one.

More Homes Scotland Is being established as a new Executive Agency of the Scottish Government, in response to the scale and urgency of Scotland’s housing challenges and the need for a stronger, more delivery focussed approach to housing supply.

The creation of More Homes Scotland reflects a commitment to address these challenges by simplifying how housing delivery is supported, strengthening operational focus, and enabling greater scale and speed of delivery across all tenures.

To support the move from programme design to implementation, a dedicated, time-limited Transition Team has been established. The Transition Team’s primary goal is to design, coordinate and oversee the establishment of More Homes Scotland, ensuring the agency is set up in a coherent, well governed and deliverable way.


Responsibilities

  • The post holder will play a key role in supporting the delivery of the More Homes Scotland Transition Programme. Working within a multidisciplinary team, they will help coordinate and manage project activity to ensure work progresses in a structured, well-governed and deliverable way.
  • Support the planning and delivery of projects and workstreams, ensuring activity is clearly defined, appropriately sequenced and aligned to overall programme priorities.
  • Develop and maintain project plans, milestones and delivery schedules, working with colleagues to track progress and ensure outputs are delivered to time and quality.
  • Coordinate the development and maintenance of core project documentation, including project plans, risks and issues logs, highlight reports and governance papers, ensuring these are up to date and aligned with programme standards.
  • Support risk, issue and dependency management, ensuring these are identified, recorded and actively monitored, with appropriate escalation where required.
  • Work collaboratively with policy, operational and corporate colleagues to coordinate inputs, manage interdependencies and maintain alignment across workstreams.
  • Support the preparation of governance and reporting products, including Programme Board papers, briefings and progress updates, ensuring information is clear, accurate and supports effective decision-making.
  • Help ensure compliance with agreed project and programme management standards, providing constructive challenge and support to maintain quality and consistency of outputs.
  • Contribute to continuous improvement of delivery processes, tools and ways of working, supporting a more efficient and effective programme environment.
  • Work flexibly across the Transition Division, supporting priority activity and responding to changing demands in a fast-paced and high-profile programme environment.

Qualifications

Team Working Arrangements

We operate a hybrid working model, with all colleagues expected to spend a minimum of two days per week in an office location.

The Programme Team meet weekly in person, alternating between Glasgow and Edinburgh. These sessions are an important forum for collaboration, collective problem-solving and maintaining pace of delivery. Team members are therefore encouraged to attend regularly, recognising the value these meetings bring in ensuring alignment across workstreams and supporting effective programme delivery.

The post is a full time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post.

Working pattern

This role is a temporary position with an expected commitment of 18 months.
