Are you passionate about talent acquisition and enabling effective resourcing? We’re looking for a proactive and collaborative Resourcing Consultant to support the recruitment of specialist roles within Social Security Scotland. This is a Fixed Term Appointment for 12 months.

You’ll work closely with the Chief Digital Office and other Business Areas to attract and recruit for a wide range of technical and digital roles aligned to our future operating model. As a Resourcing Consultant you’ll be instrumental in building and maintaining a skilled and diverse workforce. Your focus will be on sourcing and attracting the right talent to meet the staffing needs of Social Security Scotland. You’ll provide expert advice and hands-on support to hiring managers ensuring recruitment campaigns are inclusive, timely and aligned with Civil Service Commission Recruitment Principles and our resourcing policies and processes.

You will also work closely with Workforce Planning and Onboarding colleagues to ensure that recruitment plans are delivered effectively against agreed timelines. Additionally you’ll have the opportunity to engage with external stakeholders including candidates, employability providers, colleges and universities to promote opportunities and build our employer brand.

Responsibilities:
  • Developing strong working relationships with Hiring Managers whilst supporting their recruitment needs during their campaign. This includes developing timelines, resourcing strategies and supporting the development of fair and effective assessments.
  • Providing expert advice and guidance to hiring managers regarding recruitment policies and processes.
  • Engaging with internal and external stakeholders to raise awareness of our recruitment campaigns, understand and remove barriers to recruitment and embed best practice.
  • Use data-driven insights to shape impactful recruitment campaigns leveraging sources like CIPD evidence, LinkedIn analytics, labour market trends and salary benchmarking surveys to ensure our roles are competitive, attractive and aligned with current industry standards.
  • Presenting to large numbers of candidates in workshops in a confident and engaging manner.
  • Representing Social Security Scotland at events and job fairs, engaging with candidates to ensure they feel encouraged and supported in applying for our vacancies.
  • Using LinkedIn and other platforms to advertise and increase the brand awareness of Social Security Scotland; identifying and engaging potential candidates to encourage them to apply for our roles.
Qualifications:

Experience:
  • Applying modern recruitment strategies including talent acquisition techniques, interpreting labour market trends and ensuring compliance with relevant recruitment legislation.
  • Managing recruitment or HR-related projects with the ability to think creatively, manage competing priorities and deliver results across multiple tasks.
Behaviours:
  • Communicating and Influencing Level 3
  • Managing a Quality Service Level 3
Technical / Professional Skills:

You will demonstrate the following skills within the CIPD Professional Framework.

Specialist Knowledge:
  • Resourcing: Attraction and sourcing – How to attract and source candidates from diverse backgrounds and with the right skills (Associate Level).

Candidates who successfully pass this initial sift will have their applications fully assessed. We aim to provide feedback on request. Working Pattern:

Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role. We embrace a hybrid working style where all colleagues will spend time in either our Glasgow or Dundee offices. There is an expectation of a minimum 2 days per week in your assigned location which will be either Agnes Husband House Dundee or 220 High Street Glasgow.

Further Information:

This role is only available to existing permanent civil servants who have successfully completed their probation period within Social Security Scotland, the broader Scottish Government or other Government Departments.

The successful candidate will be expected to remain in post for a minimum of 3 years unless successful in gaining promotion to a higher Band or Grade.
