The Scottish Public Pensions Agency is an Agency of the Scottish Government. Our principal role is to administer the pensions for employees in the National Health Service, Teachers’, Police and Fire-fighters’ pension schemes in Scotland. The Agency also has responsibility for providing policy advice to Ministers on public sector pensions for these schemes and also for Local Government; for developing the regulations for each of these schemes; and for determining appeals made by members of these schemes. It also provides a pension calculation service for the Legal Aid Board for Scotland and the Scottish Parliament.

The Digital Transformation and IT Operation team will develop a strong project capability to improve service efficiency both enhancing the customer experience and working to create new capabilities and create new services. As IT Project Manager for a new telephony solution, you will have lead responsibility for planning, establishing and driving all aspects of the successful implementation, from initial inception right through to post-implementation warranty support. You will build and maintain a motivated, matrix-managed project team, involving close collaboration with supplier stakeholders to deliver a right-first-time, quality outcome. You will keep the team focused, energised and on track, identifying and removing barriers, making sure the critical path is protected to deliver a high quality solution. You will have great support along the way and the opportunity to showcase your expertise, coaching those around you.

Responsibilities:

  • Plan and manage the delivery of a key IT/telephony project in support of pension administration systems, ensuring that realistic project plans are created, maintained and followed.
  • Lead a team of staff, both technical and non-technical to define requirements, maintain delivery momentum and ensure a successful outcome.
  • Identify, assess and manage risks, issues, assumptions and dependencies to the success of the project.
  • Undertake contract management, including management of third party staff and delivery targets.
  • Deliver budget estimates and monitor/manage costs throughout the lifecycle of the project.
  • Manage the change control procedure, and ensure that project deliverables are completed within agreed cost, timescale and resource budgets, and are signed off.
  • Communicate effectively with a wide range of customers, both technical and non-technical, to ensure understanding of the project goals and ensure successful delivery.
  • Lead user and technical working groups.

Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on.

Technical: This role is aligned to the Delivery Manager role within the Product and Delivery Job Family.

Experience:

  • Experience and knowledge of Project Delivery within Agile and formalised frameworks.
  • Experience and knowledge of Change Management, specifically previous successful management of end-to-end IT Project led implementations of replacement telephony system solutions.
  • An understanding of cloud based systems and modern approaches to systems implementation.

If invited for further assessment, this will consist of an interview and assessment where the Technical, Behaviours & Experiences outlined in the Success Profile will be assessed. Assessments are scheduled for w/c 15 June 2026 however this may be subject to change. Interview and assessment are expected to take place in person on site at SPPA, 7 Tweedside Park, Tweedbank, Galashiels, TD1 3TE.

The Scottish Public Pensions Agency is an Agency of the Scottish Government. Our principal role is to administer the pensions for employees in the National Health Service, Teachers’, Police and Fire-fighters’ pension schemes in Scotland for over 640,000 key workers. The Agency administers these public service pension schemes on behalf of Scottish Ministers with an annual pension spend to over 200,000 pensioners to the value of more than £3.7 billion.

Our staff are part of the UK Civil Service observing the Civil Service Code and working for Ministers and senior stakeholders to deliver vital public services which improve the lives of the people of Scotland. Our standard hours are 35 hours per week. We offer a range of flexible and hybrid working options, with two days minimum working on site at SPPA.

Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
