Feed Delivery Inspection Support in Aberdeen

The Feed Officer is a key member of the Feed Delivery Branch within the Food Standards Scotland (FSS) Operational Delivery Division and reports to an assigned Senior Feed Officer.

The Feed Delivery Branch is the competent authority for animal feed related matters within Scotland and discharges its responsibilities through an in-house team and through a delegated service level agreement (DSLA) with 14 Local Authorities.

The primary role of the Feed Officer is to carry out risk based inspection, verification and sampling activities to registered and approved Feed Businesses across Scotland. The Feed Officer also provides informational services in response to feed related enquires from internal and external stakeholders, and provides guidance and support to an assigned group of Local Authority partners to ensure we collaborate efficiently and effectively as the Competent Authority for the delivery of Feed Official Controls across Scotland.

This role will be home-based with primary focus on attending Feed Businesses across the Central Belt of Scotland as part of the FSS in-house Feed Delivery Branch. Occasional attendance at FSS main office in Aberdeen will be required for meetings and there may be travel required within wider Scotland in support of other feed related activities on occasion. A driving licence is required with a willingness to drive.

Responsibilities

• Working in partnership with an assigned B3 Senior Feed Officer and other B2 Feed Officer colleagues, the role is key to ensuring that Feed Businesses meets legislative requirements in accordance with Feed Law.
• Plan and deliver an assigned package of official control visits and sampling of feed businesses, including engaging with Senior Feed Officers to conduct reality checks and accompanied visits into field to verify effective delivery of Feed Official Controls.
• Conduct efficient planning of your field visits to ensure value for money and effective use of our resources and operational expenditure as allocated within the Feed Delivery budget.
• Build and maintain relationships with internal and external feed technical experts including personal completion of on-going feed technical training and continuous professional development around Feed Official Controls.
• Provide accurate data entry into KPI systems by being proficient in the use of the FSS Feed Management Information Systems (FMIS) and the Sampling Database (SFSD), including provision of a monthly report to your Senior Feed Officer covering your KPI, workstream and stakeholder contribution within team.
• Respond and resolve Feed enquiries from Public, Feed Business Operators (FeBOs) and Local Authorities on an assigned basis in consultation with the Senior Feed Officers; advising and instructing on any issues relating to Feed Official Controls as the Competent Authority for feed related matters in Scotland.
• Contribute to FSS Feed Policy and our feed regulatory strategy through the review and continuous improvement of operational procedures as contained within the Feed Manual, our Feed Enforcement Policy and within our branch processes and practices.

This role is a permanent level transfer position.
