Horizon Housing Association (part of Link Group Limited) is looking for a Senior Housing Officer to lead high‑quality housing services in the Edinburgh area. Salary is £50,785 – £55,761 per annum.
As Senior Housing Officer you will provide day‑to‑day leadership of the Housing and Tenancy Sustainment Teams, supporting staff to deliver effective, customer‑focused services across tenancy management, income recovery, estate management and tenancy sustainment. You will take a lead role in managing complex cases, supporting vulnerable tenants, driving early intervention approaches and working closely with the Housing and Communities Manager to support service improvement and ensure alignment with Horizon’s strategic priorities.

Responsibilities
- Lead the day‑to‑day delivery of housing services across tenancy management, income recovery, estate management and tenancy sustainment.
- Manage a wide range of housing management issues including arrears control, voids, anti‑social behaviour and tenant participation.
- Handle complex and sensitive situations, including early intervention and sustained tenancy support.
- Ensure compliance with housing legislation, Housing Benefit, Universal Credit and choice‑based lettings.
- Lead investigations of complaints in line with regulatory requirements.
- Collaborate with statutory agencies, voluntary organisations and professional partners to achieve positive outcomes.
- Communicate effectively with staff, tenants and the wider community.
- Support service improvement initiatives, ensuring services are evidence‑led and efficient.
Qualifications
- Minimum a CIH Level 3 qualification, or an equivalent HNC‑level qualification (or willingness to work towards this).
- Strong understanding of housing management and a commitment to excellent customer service.
- Experience in a housing association, local authority or similar environment.
- Experience managing complex, sensitive, and high‑risk cases.
- Knowledge of housing legislation, Housing Benefit, Universal Credit, and choice‑based lettings.
- Experience with complaints handling according to regulatory requirements.
- Strong partnership working skills with statutory agencies, voluntary organisations and professional partners.
- Effective communication skills and proven team leadership.
