The Role

As a key member of Horizon's Leadership Team, you will provide strategic direction and oversight of housing, customer and tenancy sustainment services. Working through Lead Officers, you will ensure effective service delivery while maintaining a strong focus on performance, compliance, customer experience and continuous improvement.

You Will

  • Provide strategic leadership across housing and customer services, ensuring high-quality, customer-focused and value-for-money outcomes.
  • Ensure strong governance, performance and financial management arrangements, providing assurance of compliance with regulatory and legal requirements.
  • Champion continuous improvement, using customer insight and feedback to shape and enhance services.
  • Contribute to the delivery of Horizon's Business Plan, promoting collaboration, accountability and a consistent customer focus across the organisation.

About You

You will be an experienced housing professional with a relevant qualification (e.g. CIH) and a strong commitment to continuing professional development.

You Will Bring

  • A proven track record of leading high-performing teams and delivering high-quality housing services within a complex social housing environment.
  • Significant experience at a strategic or senior operational level, with a strong understanding of core housing services including income management, voids, estate management and tenancy sustainment.
  • Experience of governance, regulatory compliance and assurance processes, with the ability to contribute to statutory returns and ensure robust performance oversight.
  • Strong financial awareness, including experience of budget management, rent setting and income strategies within a challenging operating environment.
  • A collaborative leadership style, with the ability to build effective partnerships that improve outcomes for customers and communities.
  • Experience of tenant participation, consultation and the use of customer insight and satisfaction data to drive service improvement.
  • A strong understanding of the Scottish Social Housing Charter, the wider housing environment and current sector challenges.
  • Excellent analytical skills, with the ability to interpret complex performance data and use it to inform strategic decision-making.
  • You will also demonstrate strong digital awareness and experience of using systems and data to support performance and service delivery.

Above all, you will be committed to delivering high-quality services, driving continuous improvement and achieving positive outcomes for tenants and communities. A full UK driving licence (or the ability to travel to meet business needs) is required.
