The Scottish Children’s Reporter Administration (SCRA) is an independent statutory body at the heart of the Children’s Hearings System, working alongside partners to protect Scotland’s most vulnerable children and young people. Working across the organisation, HR ensures that people strategies, policies and practices align with organisational needs and reflect SCRA’s Values, inclusive standards and commitment to continuous improvement. We have an excellent opportunity to join our HR Team as one of three HR Business Partners. Supporting designated business areas, you will help shape and deliver people priorities in collaboration with managers and the trade union. You will contribute to workforce planning, establishment governance, wellbeing, performance and absence management, employee relations, recruitment, succession planning, reward and policy development. You will lead people-focused projects aligned to SCRA’s People Strategy. You will provide management of HR Officers and HR Assistants, supporting delivery of the HR Helpdesk, recruitment services and continuous improvement of the employee experience.
As with all roles at SCRA, you will be expected to demonstrate behaviours consistent with our Values and our Inclusive Standards and Behaviours Framework. SCRA operates an agile working policy, with regular attendance at our Stirling office required. While regular presence in your contractual office base is expected, there is flexibility to work in a hybrid way in line with organisational needs.
About the Role
- Providing high-quality, evidence-based HR advice that strengthens management capability, supports fair and consistent decision-making, and promotes a positive employee experience.
- Supporting the delivery of SCRA’s People Strategy, workforce planning and organisational change activity.
- Leading or contributing to key HR projects, including wellbeing initiatives, policy development, talent attraction, reward, employee relations and continuous improvement.
- Overseeing generalist activity delivered by HR Officers and HR Assistants, ensuring high-quality HR operations, recruitment and helpdesk services.
- Champion inclusion, wellbeing and behaviours aligned with SCRA’s values and Inclusive Leadership Standards.
- The role requires sound judgement, emotional intelligence, strong communication skills and the ability to balance strategic work with day-to-day partnering in a dynamic environment.
About You:
- You will bring Chartered Membership (MCIPD) of the CIPD, at CIPD 7 qualification level.
- Degree or equivalent level qualification, and strong evidence of continuing professional development.
- Significant professional HR experience across key HR disciplines including workforce planning, employee relations, wellbeing, policy design, reward and talent attraction.
- Extensive experience partnering managers to provide expert employee relations support.
- Proven experience working in partnership with trade unions or staff associations.
- Proven ability to manage complex employee relations matters and to provide confident, informed guidance.
- Strong digital skills, including use of HR systems and data analytics.
- A values-driven approach with the ability to quickly establish credibility, build relationships and influence constructively.
- Experience of trauma-informed practice is desirable.
