Scotland Excel is the Centre of Procurement Expertise for the local government sector in Scotland. Established in 2008, their remit is to work collaboratively with the 32 local authority membership in Scotland and suppliers to raise procurement standards, secure best value for customers and to improve the efficiency and effectiveness of public sector procurement in Scotland.
Scotland Excel continues to see growing demand for its procurement expertise from local authorities and other public sector organisations across Scotland. The Commercial Lead roles sit within the National Savings Team; this team works with organisations to identify and implement savings across their business.
As Commercial Lead, you will work with clients to drive organisational savings by reviewing existing sourcing arrangements, seeking opportunities to drive cost efficiencies, developing and implementing innovative sourcing strategies, improving processes and identifying savings opportunities across the contract lifecycle. You’ll work closely with key stakeholders to deliver optimal procurement solutions, establish performance reporting frameworks to monitor outcomes and analyse spend data. You will ensure full compliance with relevant legislation, policies, and procurement procedures. Your work will support sustainable procurement, deliver savings, and help shape best practice across Scotland Excel’s portfolio.
We are seeking a pro-active individual with strong commercial acumen combined with a thirst for customer service and excellent stakeholder management skills, someone with an inquisitive mind who can utilise data to make compelling cases to drive commercial excellence. You will be educated to degree level or have equivalent experience built within an environment where you have managed relationships and driven commercial activity alongside an understanding of the public sector procurement landscape.
