Finance Business Partner (HRA)

£500 per day | Remote Working | Local Government

We are currently recruiting for an experienced Finance Business Partner with strong Housing Revenue Account (HRA) experience to support a local authority on an interim basis. This is a predominantly remote opportunity, offering flexibility alongside the chance to work closely with senior stakeholders across housing services. Occasional travel to offices in Lowestoft and Melton will be required, along with some evening attendance at Cabinet meetings when necessary.

The Role

As Finance Business Partner, you will take the lead on the financial management and strategic oversight of the Council's Housing Revenue Account (HRA), ensuring compliance with statutory requirements and supporting key decision-making across housing services.

  • Leading the production of the annual HRA revenue and capital budgets.
  • Preparing and delivering the HRA year-end statement in accordance with statutory reporting requirements.
  • Providing expert financial advice and support across Housing Revenue Account, Private Sector Housing and Homelessness services.
  • Supporting Service Managers, Senior Management and Councillors with financial planning, forecasting and decision-making.
  • Monitoring and managing budgets, ensuring effective financial control and governance.
  • Contributing to wider corporate initiatives and transformation projects.
  • Ensuring compliance with all relevant financial legislation, regulations and Council policies.
  • Building strong relationships with stakeholders across the organisation and acting as a trusted financial advisor.

About You

  • Essential Experience
  • CIPFA/ACCA or equivalent
  • Significant experience working as a Finance Business Partner within Local Government.
  • Strong and demonstrable Housing Revenue Account (HRA) experience.
  • Experience of leading HRA budget setting and year-end processes.
  • Knowledge of housing finance legislation and statutory reporting requirements.
  • Experience providing financial support to housing-related services.
