SCAPE Scotland provides a suite of built environment frameworks compliantly procured to accelerate project delivery and deliver high quality outcomes for public sector projects in Scotland.

The frameworks are shaped to deliver value for money, social impact and transparency for the public sector and the communities which we work within. We're looking for a Framework Manager to join our Frameworks Team and create a real impact by working with our framework partners, proactively managing compliance and performance, as a primary contact for both clients and framework partners to support their use of the frameworks and ensure that they are applied correctly.

You will ensure adherence to procedures, delivery of the SCAPE performance standards and social impact requirements, whilst supporting active and developing project and services pipelines. We're looking for someone who is driven to provide quality of service and value for money to the public sector within Scotland's built environment.

An integral part of SCAPE Scotland, you will work within our multi-disciplined frameworks team to promote, facilitate and manage our framework service for our clients and delivery partners. This role covers Scotland and is predominantly a field based role, so you need to be comfortable working independently, from home and on the move.

Responsibilities

  • Work with market leading contractors and consultants to deliver positive project outcomes for Scotland's public sector.
  • Support clients with their understanding and application of the frameworks, acting as their principal point of contact.
  • Ensure that framework partners provide value for money to clients. Measure VFM against compliant application of the framework agreement.
  • Analyse and act upon performance reports and information, engaging with the framework partners to drive improvement to achieve the required standards and compliance.
  • Manage standards of performance in overall partner delivery liaising with their core team to achieve consistency across regions and drive local improvement, attending client meetings with them to address issues of performance.
  • Monitor and evaluate the performance of frameworks using partners' reports and internal reports from KPI data, client, and colleague feedback.
  • Manage compliance with all framework obligations and processes.
  • Implement good practices and procedures to efficiently coordinate framework partner delivery and compliance with process and quality.

What You'll Bring

  • Experience of working within the built environment or construction industry.
  • Experience providing services in at least one of the categories of Construction or Civil Engineering.
  • Experience of influencing decision makers within private and public sector organisations.
  • An understanding of NEC Engineering & Construction contracts, the option clauses, and their execution in a public sector environment.
  • A basic understanding of sustainability in the workplace, and be committed to support the business with its carbon reduction strategy.
  • Ideally, you will have knowledge of operational practice of public sector construction and built environment projects and wider property and infrastructure management recognising community impact and benefits.
