Purpose of the Role

The Health & Safety Compliance Officer ensures statutory, regulatory, and operational compliance is effectively managed across the liberty shopping centre. The role supports safe building operations, contractor control, occupier compliance, audits, inspections, records, and incident response, while promoting continuous improvement in compliance performance.

Key Responsibilities

Managing Compliance

  • Carry out health and safety, fire safety, asbestos, environmental, and tenant compliance audits and inspections, ensuring actions are recorded and followed up.
  • Manage permit processes, pre-start meetings, contractor controls, and fit-out compliance to ensure appropriate risks and controls are reviewed before works commence.
  • Support pollution and incident response, ensuring matters are managed, recorded, escalated, and closed out appropriately.
  • Identify non-compliance, support corrective and preventive actions, and work collaboratively with colleagues using a one-team approach.
  • Use Vantify and Data Station equivalent systems to track jobs, compliance activity, and planned compliance calendars effectively.

Reporting

  • Provide clear reporting on compliance performance, risks, actions, audit outcomes, incidents, and statutory inspection status.
  • Maintain accurate compliance records, certificates, action trackers, reports, and audit documentation.

Property Information

  • Maintain accurate property compliance information, asset records, certificates, inspection schedules, and statutory documentation.
  • Coordinate statutory inspections, servicing, and insurance requirements for lifts, man-safe systems, compressors, pallet trucks, MEWPs, fixed ladders, fire extinguishers, gas systems, PAT testing, and other relevant assets.

Managing Relationships

  • Liaise with contractors, tenants, internal teams, insurers, and external agencies to ensure statutory and site-specific compliance obligations are met.
  • Support occupiers, contractors, colleagues, marketing, and commercialisation teams to ensure efficient and smooth operation of events.

Training

  • Keep up to date with relevant legislation, guidance, and best practice, sharing learning with colleagues where appropriate.
  • Support compliance briefings, toolbox talks, tenant guidance, and contractor awareness activities as required.

General Responsibilities

The Compliance Officer will promote a positive culture of safety, compliance, and accountability. The postholder will keep up to date with relevant legislation, manage priorities within agreed timescales, and provide clear reporting on compliance performance, risks, and actions.

Skills, Knowledge and Experience

Experience

  • Experience in compliance, health and safety, facilities, property, or operations with responsibility for statutory compliance.
  • Experience carrying out audits, inspections, contractor monitoring, action tracking, and compliance reporting.
  • Experience working with contractors, service providers, tenants, occupiers, or external partners in a regulated environment.

Skills and Knowledge

  • Good knowledge of health and safety, fire safety, environmental, and statutory compliance requirements.
  • Ability to interpret legislation, guidance, reports, and compliance information in an operational setting.
  • Strong organisational skills, attention to detail, and ability to manage competing priorities.
  • Effective communication and stakeholder management skills, with the confidence to challenge non-compliance appropriately.
  • Competent in Microsoft Office and compliance management systems.

Qualifications

  • Relevant qualification in compliance, health and safety, facilities management, environmental management, or a related discipline.
  • NEBOSH & IOSH General Certificate or equivalent is desirable. Training will be given if required.
  • Knowledge of fire safety, asbestos management, environmental compliance, and contractor control is desirable.
  • Evidence of continuing professional development relevant to the role.

Working Hours - 40 hours per week, 5 days over 7

Salary - £35,000 to £38,000
