Purpose of the Role
A client and customer facing role, the Engineering Manager will be primarily responsible for identifying and delivering commercially and operationally realistic, best practice, technical and operational solutions to site specific issues. The role will also be heavily involved in assisting the client in the development and delivery of a portfolio of MEP capex and life cycle replacement projects from concept through to completion with the support of the appointed consultants. The Engineering Manager, through the technical services team, contributes to the management of Health, Safety and Wellbeing for all users.

Key Responsibilities

  • Assisting the Building Managers in Contract Management of the MEP services, including:
    • Organising and attending Monthly meetings with associated service partners.
    • Monitoring, analysing and interpreting the correct functioning of plant and systems via the Building Management System or other means.
    • Carrying out random checks of critical plant operation.
    • Reviewing service partners reports and any proposals.
    • Carrying out regular audits and inspections of all plant, related areas and equipment.
    • Reviewing service partners proposals and switching schedules for electrical shutdown works to ensure optimum level of service to Occupiers and systems.
    • Attending site during shutdowns and essential works as necessary.
    • Attending site as necessary in the event of any emergency work or call out.
  • Assisting the Building Managers in compliance with all current legislation and recommended standards, including:
    • Reviewing service partners Risk Assessments to ensure they are up to date and appropriate to building and maintenance tasks.
    • Ensuring Pressure Vessel Written Scheme is up to date.
    • Ensuring service partners Emergency Lighting Log Records are up to date.
    • Management of Water Treatment regime ensuring that Water Treatment Manuals are up to date.
    • Managing status of Lift Inspections and reporting via Lift minutes.
    • Ensuring that all statutory inspections are carried out by the due date and managing/monitoring progress of actions via external reports spreadsheet attached to appropriate minutes and risk management system.
  • Providing day-to-day technical and operational support to the Building Managers and Occupiers.
  • Supporting Building Management with Permit to Work System and checking method statements where appropriate.
  • Liaising with Building Management and Occupiers regarding operational and technical matters such as plant shutdowns and work impacting on Occupiers operation.
  • Assisting the Building Managers in regular audits of maintenance programme.
  • Assisting the Building Managers in their preparation and management of engineering service charge budgets, including procurement as per Savills policies.
  • Working with the Building Managers to develop, implement and manage Environmental and Energy Conservation Programmes, ensuring optimum usage of energy.
  • Analysing monitoring & targeting reports and investigating and actioning as necessary.
  • Arranging independent energy audits as necessary and actioning recommendations as necessary.
  • Analysis and management of all engineering data/reports, ensuring that appropriate action/follow up is achieved.
  • Identifying & agreeing specialist consultant roles and reviewing consultants brief on a regular basis.
  • Managing other audit reports and reviewing actions/progress monthly via external reports spreadsheet attached to M & E minutes.
  • Assisting the Building Managers in the management and development of the CAFM system, ensuring information, plant history, drawings and technical information is accurate and up to date.
  • Developing and maintaining the base building asset register.
  • Reviewing and developing site-specific maintenance tasks.
  • Ensuring drawing and O&M’s are updated to reflect any changes carried out to the installed systems.
  • Developing, implementing and maintaining the site-specific plant replacement strategy and programme, working in conjunction with budget holders, clients, accountants, surveyors and appointed consultants.
  • Ensuring that the production of engineering service specifications, contracts and associated documentation properly represent the service requirement of the premises and are presented and executed in accordance with company guidelines.
  • Preparing contract documentation to include Tender Documents, agreements and specifications.
  • Managing tendering procedures, analysing Tenders, undertaking Post tender interviews, and managing contractor closely during mobilization period and through to completion.
  • Ensuring that the Building Management are regularly appraised of any new developments or issues of a problematic nature.
  • Assisting the Building Managers in the reporting of:
    • Any emergency incident that occurs.
    • Any concerns relating to plant operation.
    • Any tenant relationship related issue.
    • Any issue that could or will involve the HSE or EHO.
  • Assisting the Building Managers in ensuring that the Building's Electronic Security Systems are fully operational and maintained as per the Manufacturer's guidance and industry best practice.
  • Ensuring the requisite engineering standards executed in the management of buildings are commensurate with those standards promoted by the Board and detailed in the operations manuals.
  • Skills, Knowledge and Experience

    • Working knowledge and experience of the mechanical and electrical services industry and key factors affecting it.
    • Proven experience in the management of maintenance contracts and supervision of contractors.
    • Ability to work effectively with staff, tenants, service providers and contractors.
    • Excellent managerial and inter-personal skills with a proven track record in managing change.
    • Good strategic vision and a strong commitment to customer service.
    • Extensive knowledge of operating Microsoft Office applications.
    • Successful people management experience, including technical & personnel development & change management.
    • Extensive experience of managing services to an agreed budget.
    • Self-motivated, able to work on own initiative.
    • Good understanding of building management.
    • Excellent communications skills, both orally and in writing.
    • A comprehensive knowledge and understanding of legislative health & safety requirements in relation to MEP services, L8 and MEP services.
    • Excellent time management skills with ability to respond to client/contract deadlines.
    • Fully conversant with Electrical installation and current IEE regulations.
    • Experienced in the planning and delivery of MEP projects.

    Working Hours - 9am-5.30pm
