Purpose of the Role

To manage and deliver high-quality, compliant, and cost-effective facilities management services across three multi-occupancy residential developments at Elephant Park. The postholder will ensure building compliance, manage contractors, maintain assets and systems, and support the wider estate management team in delivering exceptional standards for residents and stakeholders.

Key Responsibilities

Building Operations & Maintenance

  • Oversee the day-to-day management of mechanical, electrical, and building fabric systems across three residential developments.
  • Ensure all planned preventative maintenance (PPM) schedules are implemented and completed in line with statutory and manufacturer requirements.
  • Monitor the performance of key building systems (e.g. HVAC, lifts, fire systems, water hygiene, and life safety systems).
  • Manage reactive maintenance works, ensuring timely resolution of issues and minimal disruption to residents.
  • Carry out regular building inspections and ensure records are maintained accurately.

Compliance and Health & Safety

  • Ensure full compliance with statutory regulations including the Building Safety Act, Health & Safety at Work Act, LOLER, PUWER, Water Hygiene Regulations, and Fire Safety Regulations.
  • Maintain up-to-date compliance documentation within Savills’ management systems (e.g., Qube, Meridian, or similar).
  • Support the Head of Residential and Building Managers in maintaining the Golden Thread of information for relevant buildings.
  • Oversee risk assessments, method statements, and permit-to-work processes for contractors.
  • Conduct regular health and safety audits and ensure corrective actions are implemented.

Contractor and Supplier Management

  • Manage FM-related contracts, including M&E, cleaning, security, landscaping, and waste management.
  • Tender, appoint, and monitor suppliers in line with Savills’ procurement procedures.
  • Conduct regular contractor reviews to assess performance, compliance, and value for money.
  • Ensure high-quality service delivery through clear KPIs and SLAs.

Financial & Budgetary Control

  • Assist with the preparation and monitoring of annual service charge budgets for the developments.
  • Approve and track expenditure within delegated limits.
  • Contribute to financial reporting, forecasting, and audit preparation.
  • Identify opportunities for efficiency savings and sustainability improvements.

Resident & Stakeholder Relations

  • Work collaboratively with Building Managers, Front of House teams, and Resident Associations to maintain clear communication and transparency on FM matters.
  • Support resident engagement initiatives and respond promptly to escalated FM-related enquiries.
  • Represent Savills at site and stakeholder meetings when required.

Sustainability & Environmental Management

  • Support Savills’ and Elephant Park’s sustainability objectives, including carbon reduction, energy efficiency, and waste management initiatives.
  • Monitor utility usage and work with contractors to optimise building performance.
  • Promote best practices in sustainable operations and maintenance.

Reporting & Systems

  • Maintain accurate asset registers, service records, and compliance logs.
  • Use Savills’ digital systems for work order management, contractor control, and reporting.
  • Provide monthly operational and compliance reports to the Head of Residential.

Skills, Knowledge and Experience

Essential:

  • Proven experience in facilities management for large residential or mixed-use developments.
  • Strong technical knowledge of M&E systems, statutory compliance, and asset maintenance.
  • Excellent contractor management and negotiation skills.
  • Strong understanding of UK health and safety legislation.
  • Confident communicator with residents, contractors, and stakeholders.
  • Financially literate, with experience supporting budget control and reporting.
  • Proficient in FM and compliance software systems (e.g., Qube, Concept, MRI, or similar).

Desirable:

  • IWFM Level 4 or above (or equivalent professional qualification).
  • IOSH Managing Safely or NEBOSH Certificate.
  • Experience working within a high-density, multi-phase regeneration or mixed-use development.
  • Awareness of the Building Safety Act and its implications for FM operations.
