Overview
As Finance Business Partner for Adults, you will provide strategic financial support to Adult Social Care & Public Health, helping drive financial sustainability and service transformation. You’ll partner with directors, heads of service and managers to shape budgets, forecasts and investment proposals. This role combines deep finance expertise with strong stakeholder management to influence decisions and deliver value for money. The position offers hybrid working and a chance to impact some of the Council’s largest, most complex budgets. You will join a values-driven council focused on development and delivering high-quality services.

Responsibilities
- Act as a trusted adviser to senior managers and budget holders with strategic financial guidance
- Lead financial planning, budgeting, forecasting and monitoring for Adult Social Care & Public Health
- Develop financial models, business cases and options appraisals to support decisions
- Provide financial analysis and insight to inform service improvement and transformation
- Identify risks, opportunities and pressures from demographic and market trends
- Ensure compliance with financial regulations, governance, year-end processes and audit
- Present financial information clearly to senior leadership, elected members and stakeholders
- Support collaboration with commissioning teams, NHS partners and external bodies
Key requirements
- CCAB-qualified accountant with ongoing professional development
- Significant experience in finance business partnering or financial management in local government/public sector
- Experience advising senior stakeholders and influencing decisions
- Strong knowledge of financial planning, budgeting, forecasting and reporting
- Experience with complex budgets and finding solutions to financial challenges
- Ability to develop financial models, business cases and options appraisals
- Experience leading and developing teams
- Strong analytical, communication, and stakeholder management skills
- Proficiency in financial systems and advanced Excel
