Enabling People, Empowering Communities, Enhancing Places. Sandwell’s story is one of potential and striving to realise the ambitions of our borough, our residents and communities. We have been through a period of significant challenge including government intervention, but through determination and our drive for excellence, we look to the future with pride and a sense of purpose. While we have come so far, there is more to do; breaking down silos, embedding our values across the organisation, and ensuring that we continue to transform to deliver the best services for our residents.

Created 50 years ago from six proud towns, each unique but united by a shared identity and rich culture, Sandwell is a place built on making things happen. It’s where industry met innovation, and where strong communities continue to shape the future.

As our new Service Director - Commissioning, Integration & Sandwell Safeguarding Adults Board (SSAB), you will be our senior strategic lead for shaping, governing and assuring the commissioning of health, social care and community services across the borough. You will set a clear, coherent commissioning strategy rooted in outcomes, prevention and population health insight, ensuring robust quality, safety and assurance across the commissioned market, alongside safeguarding governance and leadership of the SSAB.

You will also act as Sandwell’s lead commissioning voice within the ICB Place-Based Committee, shaping the strategic direction for local health and care services. Provide strong leadership across Sandwell’s health, care, VCSE, and community ecosystems to create a coherent, integrated commissioning framework, building and maintaining influential relationships with: Birmingham, Black Country & Solihull ICB, Provider Collaboratives, NHS Anchor Institutions, WMCA, Public Health, housing, and community partners.

This is an exciting time to join us! You will lead the transformation of commissioning, moving from a service based to outcomes based model, underpinned by strong business intelligence and insight. You will shape a resilient and sustainable provider market that delivers high quality services for our residents, as well as having rigorous financial stewardship, performance management and continuous improvement.

You will ensure sound procurement and contract management, along with strong assurance processes to ensure quality, value for money and impact for residents are at the forefront of how we work. Working in a dynamic landscape shaped by national policy and system reform, you will be Sandwell’s commissioning voice with partners including the ICB.

You will be a values driven senior leader who can operate with credibility across adult social care commissioning, integrated services and the wider system. You will bring a strong track record of leading large, multi‑disciplinary teams, shaping markets and strategies at pace, delivering complex change and leading effective approaches to safeguarding.

Skilled in partnership working, negotiation and stakeholder management, you will combine strategic grip with operational clarity, financial acumen and a relentless focus on impact for residents. If you are excited by the challenge, motivated by improvement and ready to lead services that change lives every day, we would love to hear from you.
