No two days will be the same as you work at the heart of the council, collaborating with directorates and HR colleagues across the organisation. As the Lead of our newly formed Organisational Development (OD) team, you’ll set the direction for how we shape culture, lead workforce change, and plan for the future. Your leadership will help ensure our strategies are joined-up and forward-thinking, minimising disruption and helping to foster a resilient, engaged workforce.
By championing great leadership, supporting long-term planning, and nurturing a positive culture, you’ll play a key part in making sure Sandwell Council continues to deliver excellent public services and adapt to whatever comes next. As our Organisational Development Lead, you’ll be the driving force behind cultural and workforce change at Sandwell Council. We’re looking for someone who’s not just strategic, but also a natural influencer and relationship-builder. Someone who can inspire confidence at every level and turn big ideas into practical, lasting results.
You’ll take the lead in designing and delivering ambitious OD programmes, working side-by-side with senior leaders, HR, and directorates to embed the People Strategy into the heart of our organisation. Your expertise will ensure our workforce planning is robust, our culture is positive and inclusive, and our people are engaged and ready for the future. You’ll manage and develop a talented OD team, champion inclusive leadership, and use your experience to drive continuous improvement, trust, and consistency across the council.

You’ll Need:
- Significant experience designing, leading, and embedding large-scale organisational development or workforce change programmes in complex organisations
- Experience in Organisational Development, HRM, Change Management, or a related discipline
- Evidence of continuous professional development in leadership, OD, or transformation
- Strong leadership and management skills, with a track record of developing high-performing teams
- The ability to influence senior leaders, drive strategic change, and build organisational capability
- Expert knowledge of OD theory, models, and diagnostics, plus familiarity with project governance and workforce metrics
- Excellent communication, analytical, and partnership-building skills
- Flexibility to work across sites and adapt to changing priorities
