Sandwell Council's Finance and Transformation Division is seeking an experienced Strategic Finance Business Partner (Capital & Major Projects) to join its team on a full-time, permanent basis based from its Oldbury office. The organisation is operating to a hybrid working model.
This is an exciting opportunity to lead the financial management and oversight of the Council's Capital Programme and major projects portfolio at a time of significant investment and transformation. Working closely with senior leaders, elected members and programme teams, you will provide strategic financial advice, challenge and insight to support effective decision-making and successful project delivery.
The role will play a key part in strengthening financial governance, embedding robust controls and best-practice processes, and ensuring value for money is delivered across the Council's investment programmes. You will also support the wider corporate and finance transformation agenda, including the ongoing development and optimisation of Oracle Fusion.
As a trusted strategic adviser, you will help shape capital investment decisions, support the Medium-Term Financial Plan, and contribute to the continued development of a modern, high-performing finance function.
About the role
- Lead on the budget monitoring and financial reporting process for the Capital Programme and Major Projects within the remit of the role and be responsible for assisting the Head of Finance Business Partnering to incorporate the outputs within the relevant Corporate Reports to Corporate Leadership Team and Councillors.
- Lead on the development of the capital strategy document supported by the Strategic Financial Planning and Treasury Accountant and support the development of the Council's Medium-Term Financial Plan.
- Lead in the provision of strategic financial advice and support to key corporate projects to ensure delivery of the Council's corporate objectives.
- Take a proactive, strategic role in ensuring value for money is achieved in the delivery of the capital programme and any major projects.
- Take a lead role in ensuring financial procedures and regulations are effective across the Council and promote good governance, identifying and implementing improvements where necessary.
- Deliver accurate and timely closure of accounts for the services under the remit of the post.
- Such other duties as may be appropriate to achieve the objectives of the post to assist the Service Area in the fulfilment of its objectives commensurate with the post holder's salary grade, abilities and aptitudes.
About you
- CCAB Qualified with evidence of Continuing Professional Development.
- Extensive relevant experience in a finance role within Local Government or the Public Sector.
- Experience of leading and developing teams to deliver the outcomes of the Directorate Business Plan and Corporate Plan.
- Experience of finances linked to commercial projects/services.
- Ability to demonstrate knowledge of strategic service planning.
- An understanding of the legislative framework and governance arrangements applicable to Local Government.
- Knowledge of and ability to use financial systems, including extensive experience of the use of Oracle Fusion.
