Company Overview: Our client is an independent UK-based electrical and civil engineering design consultancy specializing in power systems—from 11 kV to 400 kV substations—as well as Transmission, Distribution, Battery Energy Storage Systems (BESS), and renewable energy projects. Leveraging over 30 years of in-house engineering and project management expertise, they offer end-to-end services—covering system design, grid connection, procurement support, technical due diligence, and full project delivery—serving clients including TSOs, DNOs, IDNOs, and ICPs across the UK and internationally.

Role Overview: We are seeking an experienced Quantity Surveyor with strong commercial understanding of NEC and PSC contracts, engineering frameworks, and Service Level Agreements (SLAs). The ideal candidate will have proven expertise in project commercial controls, evaluating payments, preparing Applications for Payment (AFPs), and managing cost and contractual compliance throughout the project lifecycle, across multiple projects.

Key Responsibilities:

  • Manage all commercial aspects of projects in line with NEC and PSC contract requirements.
  • Prepare, review, and submit Applications for Payment (AFPs) accurately and on time.
  • Evaluate subcontractor and supplier payment applications and certify payments.
  • Engage and maintain strong relationships with clients and contractors, ensuring clear communication on commercial matters.
  • Review and evaluate contractor submissions, providing advice and recommendations based on contract terms.
  • Administer and manage Compensation Events (CEs), variations, and change control processes under NEC.
  • Prepare and maintain cost plans, cash flow forecasts, and financial reports to support project delivery.
  • Monitor and control project budgets, ensuring compliance with agreed commercial frameworks and SLAs.
  • Conduct risk and value management exercises to optimize project outcomes.
  • Support procurement activities, including tender analysis and contract award recommendations.
  • Ensure accurate and timely cost reporting to senior management and stakeholders.
  • Assist in dispute resolution and claims preparation, providing contractual and commercial advice.
  • Maintain detailed records and documentation to ensure audit compliance and contractual integrity.

Minimum Requirements:

  • 5 years of experience as a Quantity Surveyor in UK-based projects.
  • Strong knowledge of NEC3 and NEC4 contracts, PSC frameworks, SLAs, and engineering frameworks. (Essential)
  • Proven experience in evaluating payments and preparing AFPs.
  • Excellent understanding of commercial control, cost management, and forecasting.
  • Strong analytical and negotiation skills with attention to detail.
  • Proficiency in MS Excel and commercial management tools.
  • Good communication and stakeholder management skills.

Skills & Qualifications:

  • Degree in Quantity Surveying, Commercial Management, or related field.
  • Experience in energy, infrastructure, or large-scale engineering projects.
  • Familiarity with project controls and financial reporting systems.
  • Able to work in multidisciplinary teams.
  • Flexible with working hours based on remote office / contractors availability.
