We are seeking an experienced Programme Manager to lead the system and technology elements of a major Revenues & Transactional Services Transformation Programme. This role requires proven experience implementing Civica Open Revenues and delivering large scale transformation programmes within a local authority environment. You will be responsible for delivering multiple workstreams focused on automation, digitisation, customer self service, service redesign and income collection improvements. Working closely with Digital Services, Revenues & Benefits teams, suppliers and senior stakeholders, you will ensure successful programme delivery while driving efficiencies, service improvements and significant financial savings.

Key Responsibilities

  • Programme Leadership
    • Lead the delivery of system related transformation initiatives across Revenues & Transactional Services.
    • Develop programme roadmaps, project plans and delivery schedules.
    • Manage multiple workstreams and interdependencies across the programme.
    • Ensure projects are delivered on time, within budget and to agreed quality standards.
    • Drive accountability across internal teams and third party suppliers.
  • Civica Open Revenues Delivery
    • Lead the implementation and rollout of: Civica Workflow, Civica Automation, Civica Portal, Civica Collect.
    • Drive automation and digitisation initiatives that improve customer experience, increase efficiency and support service redesign objectives.
  • Stakeholder & Supplier Management
    • Build strong working relationships across Digital Services and operational teams.
    • Work effectively with senior stakeholders and programme boards.
    • Hold suppliers accountable for delivery against agreed objectives.
    • Manage communications and reporting across all levels of the organisation.
  • Financial & Benefits Management
    • Manage programme budgets and resource allocation.
    • Track delivery against savings and benefits realisation targets.
    • Monitor performance and ensure value for money is achieved.
    • Support business case development and investment decisions.
  • Innovation & Continuous Improvement
    • Identify opportunities to improve processes through automation and technology.
    • Explore opportunities to utilise AI and emerging technologies to enhance service delivery.
    • Drive a culture of continuous improvement and innovation.

Essential Experience

  • Proven experience implementing Civica Open Revenues.
  • Strong programme or project management experience within local government.
  • Experience delivering transformation programmes within Revenues and Benefits services.
  • Experience implementing Civica Workflow, Civica Automation, Civica Portal and/or Civica Collect.
  • Strong supplier and stakeholder management experience.
  • Experience delivering automation and digitisation programmes.
  • Strong governance, risk and issue management skills.
  • Experience managing complex programmes with multiple dependencies.
  • Excellent communication and relationship management skills.

Desirable Experience

  • Knowledge of Revenues, Benefits, Collection and Enforcement services.
  • Experience delivering savings and benefits realisation programmes.
  • Experience introducing AI or intelligent automation solutions.
  • PRINCE2, MSP or equivalent project or programme management qualification.
