We are seeking an experienced Operational Services Contract Manager to join a forward thinking Local Authority in Essex on an initial six month contract. This is an exciting opportunity to lead a range of high profile operational and environmental projects, managing procurement activity, contract mobilisation and supplier performance across essential public services.

The Role

You will be responsible for delivering and overseeing a portfolio of operational service contracts, ensuring projects are procured compliantly, mobilised successfully and deliver excellent outcomes for residents. Projects include:

  • Waste and recycling related procurements
  • Environmental enforcement contracts
  • Stray dog and abandoned vehicle services
  • Fuel supply arrangements
  • Public realm improvement projects
  • Wheeled bin rollout programmes
  • Park infrastructure and lighting projects
  • Grounds and environmental service initiatives

Key Responsibilities

  • Lead end to end procurement exercises and contract mobilisation activities
  • Manage supplier relationships and contract performance
  • Monitor project delivery, budgets, risks and compliance
  • Work closely with operational, procurement, legal and finance teams
  • Produce reports and updates for senior stakeholders
  • Drive service improvements and value for money across contracts

About You

To be successful in this role, you will have:

  • Experience managing operational service contracts within a Local Authority or public sector environment
  • Strong procurement and contract management experience
  • Knowledge of environmental services, waste management, public realm, highways, parks or similar operational services
  • Excellent stakeholder management and communication skills
  • Experience managing multiple projects simultaneously
  • Understanding of public sector procurement regulations and governance requirements
