A Local Government Authority in Bedfordshire is looking for an experienced Business Analyst to support organisational change and transformation activity, with a particular focus on Human Resources projects. This role requires substantial previous experience operating within a council or local government environment. Candidates without the required local government background will not be considered.

Essential Experience

  • Minimum of 3 years' Business Analyst experience working within councils or local government
  • Previous experience delivering Human Resources / HR projects within a council environment
  • Experienced and accredited Business Analyst capable of leading business analysis activity across complex organisational and transformation programmes
  • Strong requirements gathering capability, translating complex business needs into clear requirements, specifications and project documentation
  • Excellent stakeholder engagement and facilitation skills, including leading workshops, challenging constructively and influencing decision-making
  • Strong process analysis and improvement experience, identifying opportunities to improve services, processes and operational efficiency
  • Ability to undertake options appraisals, cost-benefit analysis and support evidence-based investment and change decisions
  • Experience working collaboratively with service teams, project managers, technical specialists and external suppliers
  • Benefits-focused approach, using data, insight and technology awareness to identify, define and measure improvements and efficiencies

The Role

You will work across business and project teams to understand current processes, identify opportunities for improvement and define the requirements needed to deliver successful organisational change. The successful Business Analyst will be comfortable working in a complex local government environment and engaging with stakeholders at different levels of the organisation, ensuring proposed changes are practical, measurable and aligned with wider strategic objectives.
