Salford City Council is looking for an experienced and motivated Portfolio Lead - Corporate Services to join our Digital, Data & Technology team. This is an exciting opportunity to play a key role in shaping and delivering the council's digital strategy across a diverse portfolio of critical business services that support our residents, communities and workforce.
About the Role
As Portfolio Lead, you will work closely with service leaders, technical teams, suppliers and stakeholders to ensure the successful delivery, improvement and support of a broad portfolio of corporate systems and services. You will help drive innovation, digital transformation and service excellence while leading teams and managing complex programmes, projects and live services.
You will be responsible for:
- Leading the delivery and continuous improvement of digital products and services.
- Building strong relationships with business stakeholders, suppliers and technical teams.
- Managing risks, issues, dependencies and service performance.
- Supporting the development and delivery of digital roadmaps.
- Driving agile delivery and helping teams achieve successful outcomes.
- Ensuring services deliver value, efficiency and an excellent customer experience.
- Contributing to budget planning, supplier engagement and procurement activities.

This role provides the opportunity to work across a wide range of essential council services and business systems, including:
- Revenues and Benefits - supporting council tax, business rates and benefits services.
- Finance and Procurement - enabling effective financial management, budgeting, payments and purchasing.
- Human Resources and Payroll - supporting workforce management, payroll, recruitment and employee services.
- Registrar Services - supporting births, deaths, marriages and citizenship services.
- Democratic and Governance Services - helping deliver effective decision-making and council governance.
- Customer Services - enabling residents to access services quickly and efficiently.
- Legal Services - supporting case, document and workflow management.
- Corporate Property and Facilities Management systems.
- Contract Management and Supplier Services platforms.
You will work with colleagues across these services to understand their challenges, identify opportunities and ensure technology is delivering tangible business value.

We're seeking someone who can combine strong leadership, stakeholder management and delivery expertise with a genuine passion for improving services.
You will bring:
- Experience leading programmes, projects or delivery teams within a complex organisation.
- Experience managing live services and digital products.
- Strong stakeholder engagement and communication skills.
- The ability to coach, mentor and develop high-performing teams.
- Experience working in agile environments and delivering technology-enabled change.
- A proactive approach to problem-solving, service improvement and innovation.
- Strong commercial awareness, including supplier and procurement engagement.
- The confidence to challenge existing processes and drive positive change.

We are looking for someone who has strong knowledge of IT applications, implementations and support. Someone with excellent communication and interpersonal skills and has the ability to manage multiple projects and meet deadlines.
