Overview

In this role you lead the operational delivery of Salford’s Early Years inclusion and SEND offer within the Best Start and Family Hubs framework. You will manage a specialist inclusion workforce and work with partners to ensure timely, coordinated, and inclusive support for children with additional needs. You’ll strengthen inclusive practice, improve pathway coordination, and drive better outcomes for children and families. The position offers a meaningful opportunity to shape early years inclusion across services in Salford, using data and professional insight to improve practice.

Responsibilities

  • Provide clinical and operational leadership for the inclusion workforce (Portage Practitioners, Early Support Key Workers, Best Start Inclusion Practitioners, Early Years Inclusion Advisers)
  • Strengthen inclusive practice and improve pathway coordination across universal, targeted and specialist services
  • Monitor delivery, use data and feedback to drive service development and improvement
  • Collaborate with Starting Life Well, Family Hubs, locality teams and external partners
  • Support staff development, supervision and performance management
  • Ensure joined-up working across education, health, early help, social care and the voluntary sector
  • Translate SEND and inclusion knowledge into accessible services for children and families

Key requirements

  • Experience managing, supervising and developing staff
  • Strong knowledge of Early Years SEND and inclusion systems (SEND Code of Practice, Ordinarily Available Inclusive Provision, pathways for access to services)
  • Ability to use data and professional insight to monitor and improve practice
  • Collaborative, values-led leadership with excellent communication
  • Understanding of cross-agency partnership working across education, health, social care and third sector
