This role is your opportunity to play a key leadership role in planning services at an exciting time for our organisation and the city we serve. You can make your mark on the ongoing regeneration of communities while helping to shape the future of the services we deliver across the council and beyond.
Salford has much to celebrate as a city – from new homes and employment opportunities to its vibrant cultural scene. Yet there is still huge potential to build on past successes – and find new and innovative ways to improve residents’ lives. Crucially, the city is on a journey of economic transformation – and property is at the heart of its forward progress. You can inspire success with your passion for all things property, in a city that is home to Grade II listed buildings such as Buile Hill Mansion and the Salford Museum and Art Gallery, nationally strategic sites at Salford Quays and modern, modular new builds in the city centre.
Our Building and Facilities teams maintain a diverse portfolio of around 1000 buildings as part of the council estate, covering corporate offices, leisure centres, commercial property and buildings and structures of historic importance. You’ll lead the team of property professionals who deliver a wide range of exceptional services to the people of Salford. We want you to build on our recent successes and bring new experience, knowledge and ideas into the organisation.
Key responsibilities include:
- Ensuring that high quality day-to-day repairs and maintenance, asset compliance and capital investment programmes are delivered across the corporate estate and local schools.
- Preparing revenue and capital budget forecasting for the repair, maintenance and management of SCC’s property portfolio.
- Informing and influencing decisions that impact on the corporate estate, the delivery of new schools and the emerging housing programme.
- Working with the Head of Building & Facilities to implement 5, 10 and 30-year capital investment programmes.
- Carrying out inspections, then managing contractor work programmes, to resolve building defects.
- Supporting, and helping to shape, our transition to become a data-driven organisation.
- Deputising for, or representing, the Head of Buildings & Facilities when required.
About you
You will bring proven senior level experience of Building Surveying, Project Management and Property Asset Management Surveys. Our key requirements include:
- A degree level, and/or relevant qualification, in building surveying, construction or project management.
- A successful track record of leading large teams, delivering a wide range of property services functions.
- Experience of delivering concept to completion construction projects, with extensive knowledge of procurement and contract administration.
- Budget and line management experience, preferably within the local government or education sector.
- Procurement experience including competitive tendering, frameworks, and various contract types such as JCT and NEC.
