Job Summary The Operations Manager will provide strong, visible, and effective leadership across Saheli Hub's operational services. The postholder will ensure programmes and contracts are delivered safely, efficiently, within budget, and to required performance standards.

This role focuses on using management information and performance data to track service health, manage operational risk, lead multidisciplinary teams, oversee compliance, and strengthen strategic partner relationships across the region.

Main Duties and Responsibilities

1. Operational Leadership

  • Provide strong day-to-day leadership across operational services, projects, and contracts.
  • Translate organizational strategy into clear operational plans, priorities, and measurable outcomes.
  • Identify operational issues quickly and implement effective corrective actions.
  • Maintain clear communication between senior leadership, managers, and frontline teams.
  • Deputise for the Chief Operating Officer where appropriate.

2. Performance and Contract Management

  • Take operational responsibility for achieving contractual KPIs, output metrics, and outcomes.
  • Monitor performance using management data and lead regular reviews with Team Leads and Project Leads.
  • Ensure underperformance is addressed early via robust performance improvement plans.
  • Work closely with M&E staff to ensure accurate reporting for commissioners, funders, and senior leadership.

3. Leadership and People Management

  • Lead, motivate, and mentor a diverse multidisciplinary workforce across locations.
  • Provide management oversight to Team Leads and direct reports through regular 1-to-1s and appraisals.
  • Promote the Saheli Way delivery model across all frontline services.
  • Support recruitment, induction, workforce training, and staff retention.

4. Financial and Resource Management

  • Manage operational and contract budgets responsibly, monitoring expenditure against forecasts.
  • Ensure optimal staffing and resource allocation across active contracts.
  • Identify potential financial pressures or opportunities for operational efficiency without compromising service quality.

5. Quality, Compliance & Risk Management

  • Maintain robust quality assurance processes across all service locations.
  • Ensure strict adherence to UK GDPR, data protection requirements, health and safety, and safeguarding (children and vulnerable adults).
  • Maintain operational risk registers and support internal/external audit preparation.

6. Participant Experience & Stakeholder Engagement

  • Ensure participants receive culturally appropriate, high-quality, and person-centered support.
  • Build strong relationships with commissioners, Jobcentre Plus / DWP, NHS partners, local authorities, and VCFSE organisations to expand referral pathways.
  • Support business development, funding applications, and contract mobilisation for new opportunities.

Person Specification

Qualifications

  • Degree or equivalent professional experience in business management, health, community development, or related discipline Essential
  • GCSE English and Maths (Grade C/4 or above) or equivalent Essential
  • Recognised Management/Leadership qualification (Level 3 or above) or substantial experience Essential
  • First Aid qualification or willingness to undertake training Essential
  • Relevant project, contract, or operational management qualification Desirable

Knowledge & Experience

  • Significant operational management experience leading multidisciplinary teams Essential
  • Proven background managing contracts against target KPIs, budgets, and quality standards Essential
  • Demonstrated experience using management data/dashboards to drive operational decisions Essential
  • Experience working with disadvantaged, ethnically diverse, or seldom-heard communities Essential
  • Understanding of safeguarding, UK GDPR, and risk management compliance Essential
  • Experience in employability, health, wellbeing, DWP, or NHS service delivery Desirable

Skills & Abilities
