The HR Services Manager plays a pivotal role in delivering high-quality, legally compliant HR Business Partnering support to a diverse portfolio of global clients, including Embedded clients (reseller) and HR Consulting clients. As the primary HR point of contact for workers, clients, and in-country partners, this role is responsible for managing the full employee life‑cycle and ensuring seamless coordination across all HR functions. The ideal candidate will have a strong understanding of employment law, HR best practices, and the ability to lead complex HR initiatives in a fast‑paced, global environment. This role also requires creative thinking, a can‑do attitude, and a proactive, consultative approach to client needs. The HR Services Manager must anticipate client needs, provide up‑front knowledge to mitigate risk, and ask probing questions to uncover the full context of client inquiries—for example, understanding the reason behind a notice period inquiry to ensure compliance with local legislative practices.

Responsibilities

  • Serve as the primary HR contact for GEO workers and client representatives, providing legally compliant and professional support across the full employee lifecycle including onboarding, employee relations, and offboarding.
  • Advise clients on performance management, promotions, career development, and compensation benchmarking.
  • Support Embedded (reseller) and HR Consulting clients with tailored HR guidance and solutions, applying a consultative mindset to proactively identify needs and provide strategic HR support.
  • Develop and maintain all types of employment contracts (starters, leavers, extensions, transfers) ensuring legal compliance, while preparing and managing HR documentation including confirmations, title/salary changes, probation extensions, and renewals, and monitoring key dates such as probation periods and contract expirations for timely action.
  • Ensure ongoing compliance with local labor laws, GDPR, and internal controls, maintaining and regularly updating HR policies, employee handbooks, and process documentation.
  • Support work permit processes (applications, renewals, cancellations, documentation) in collaboration with legal/immigration partners, proactively identifying legal, compliance, or operational risks and escalating complex employee relations or legal cases to senior HR leadership or legal counsel when required.
  • Collaborate with payroll and benefits providers to ensure accurate and timely compensation and benefits delivery, overseeing monthly payroll cycles, tax submissions, and social security filings with local vendors.
  • Generate monthly HR reports and respond to internal or client ad hoc data requests, maintaining accurate employee records in line with audit and data retention requirements, and supporting HR audits and client due diligence processes.
  • Lead and support HR projects such as employee transitions, organizational changes, and terminations, while identifying process inefficiencies, recommending solutions, and implementing improvements to optimize service delivery and reduce compliance risks.
  • Provide coaching and day‑to‑day HR support to client managers and internal stakeholders, partnering cross‑functionally with Sales, Operations, Legal, and Finance teams to ensure aligned HR operations, and contributing to global and local HR initiatives and continuous improvement efforts.
  • Promote a positive employee experience through effective onboarding, regular check‑ins, and offboarding, supporting engagement efforts including satisfaction surveys and feedback loops, and acting as an escalation point for employee concerns, grievances, and conflict resolution with swift and appropriate action.
  • Stay informed on employment law updates and HR compliance requirements in supported countries, researching and adopting HR best practices to enhance client and worker experiences.

Qualifications

  • 4-6 years of proven experience in HR management or HR business partnering, preferably in an international or Employer of Record (EOR) context.
  • Strong working knowledge of local and international labor laws, employment practices, and HR compliance—UK & Ireland experience preferred.
  • Experience managing TUPE transfers.
  • Experience advising on complicated Employment Relations Issues.
  • Experience with global HRIS platforms and HR tools.
  • Excellent communication, interpersonal, and stakeholder management skills.
  • Strong organizational and prioritization abilities in a high-volume, fast-paced environment.
  • Strong analytical and problem‑solving skills to handle complex issues and make data-driven recommendations.
  • Focused on results, ability to manage priorities and respect deadlines.
