If you are looking for a change and a rewarding role, Gloucestershire Health and Care NHS Foundation Trust (GHC) are looking for a proactive and detail-oriented Property and Space Utilisation Officer to join our Estates team. This is a key role supporting the Property Manager in delivering effective property management and strategic space planning across the Trust’s estate.

Responsibilities:

  • Logging space requests, maintaining accurate database information, locating space, negotiating release of space and planning moves.
  • Managing decant arrangements and implementing changes across sites within own area of responsibility.
  • Providing a dedicated, professional and efficient project management service and delivery of property and space utilisation projects, offering pragmatic solutions through research and collaborative discussions with internal and external stakeholders.
  • Initiating and co-ordinating licence agreements, renegotiating where required and managing ad hoc room hire bookings, maintaining a database of external venue hire agreements.
  • Maintaining regular dialogue with landlords and tenants, ensuring occupied properties comply with Health & Safety obligations.
  • Supporting the Property Manager in planning or decommissioning projects, including dilapidations, and assisting with acquisition and disposal processes for land and property.
  • Uploading all property related documents onto the Estates Management Systems (EMS) and training staff on EMS applications.
  • Managing the organisation and planning of the department’s property information database systems, including uploading new lease and licence information, diarising important events and notifying the Property Manager of key dates.
  • Managing processes relating to the Trust’s financial management system (Integra), invoicing, authorising payments, preparing purchase orders, finance reporting, new supplier forms and data analysis.
  • Working collaboratively with Procurement to source, negotiate and manage small-scale contracts and purchases, ensuring compliance with organisational policies and value for money.
  • Developing and implementing systems and processes into standard operating procedures within own area of work and supporting the property manager in the development and review of policies to align with Trust objectives and regulatory requirements.
  • Analysing, comparing and interpreting complex data from multiple sources, producing formal statistical reports for a wide range of stakeholders using spreadsheet functions and database tools.
  • Delivering training and guidance to colleagues and building occupants on systems and processes, ensuring effective application in line with organisational standards and operational requirements.
  • Undertaking condition surveys and monitoring the working environment of staff across Trust premises, identifying and reporting any discrepancies or failure points to the relevant landlord or estates team.
  • Providing proactive support to the wider Estates team when required.

Qualifications:

  • Strong interest in property and space management with a deep understanding of estates operations.
  • Excellent organisational and analytical skills, with experience coordinating space planning activities.
  • Experience managing property records and collaborating with stakeholders across multiple sites.
  • Capability to interpret property data and legal documentation.
