The Port Facility Security Officer (PFSO) / Deputy Port Facility Security Officer (DPFSO) reports to a UK Operations Director and is responsible for the delivery of all aspects of Tier Renewables International Ship and Port Facility Security Code (ISPS) implementation.

They will be required to deliver required governance standards, as defined by the Department for Transport (Df T) and or Maritime Coastguard Agency (MCA) for the ISPS Code across RWEs UK Offshore Wind fleet.

They are to implement suitable organisational structures and reporting mechanisms, to ensure compliance with all relevant legislation relating to the delivery of security, including the development and delivery of an annual security plan as necessary to satisfy governance requirements.

The post holder is to liaise with the local Business Managers on all physical, personnel, personnel security, security intelligence matters, assisting with crisis management and business continuity matters as needed.

About the role

  • Acts as the Port Facility Security Officer / Deputy Port Facility Security Officer, ensuring all aspects of the legislations contained within the ISPS code are met.
  • Ensures the availability of security staff to conduct all security activities with regard to the ISPS code for all SOV, CTV movements and facility security requirements.
  • Acts as focal security point of contact for operational security related matters in all UK offshore wind assets, both onshore & offshore.
  • Develops, bespoke facility and localised security policies and procedures, in compliance with relevant national regulations and Offshore security framework, policy and security procedures.
  • Required to work with relevant key stakeholders to project manage and progress security related projects, and maintain security measures, both physical and technical.
  • PFSO/DPFSO is to ensure that security at all UK Offshore Wind sites complies with applicable laws, legislation, regulations, codes, policies as well as requirements from other stakeholders.
  • Required to develop, maintain, and manage the relevant site security and Emergency, Evacuation & Relocation Plans (EERP), including Fire & Business continuity plans.
  • Creates and delivers Port Facility Security Plans.
  • PFSO is the local focal point for local Law Enforcement/Security/Fire & Rescue Service liaison/point of contact, at relevant meetings and groups, forming professional contacts and relationships, as appropriate.
  • Undertakes the role of an approved UK Df T PFSO/DPFSO where applicable.
  • Performs the role of local information “Custodian”.
  • Job requirements and experience
  • Significant practical experience in working within Physical Security, preferably with a Service Police/Civilian Police/Civil Defence, or other relevant field.
  • Experience, in implementing security solutions within a UK context, across different classes of facility, and assets.
  • Experience in driving implementation of processes in a multinational organisation.
  • Understanding of National Security Vetting and Aftercare requirements.
  • Good understanding of the requirements surrounding Government Protectively Marked Material.
  • Conceptually skilled with a documented ability to grasp the essentials and create solutions and be innovative regarding technical security solutions.
  • Collaborative and communicative with a track record in actively seeking a positive interaction with peers.
  • Seeks the involvement of others in decision making and project work, coupled with the ability to work effectively in a multinational and diverse organisation.
  • Proactive and a high performer with the ability to drive change and “makes things happen”. Translate ideas into execution and results.
  • Must be fluent in oral and written English, being able to communicate clearly.
  • Must possess a full UK/EU driving licence and willing to undertake unsociable hours as required by the business.
  • Advantageous, but not essential
  • Qualified and accredited PFSO by the UK Df T, or able to successfully complete accreditation.
  • Experience with HSE related issues and their correlation with regards to Security Operations.
  • Experience with development of Business Crisis Plans.
  • Experience with Visio/Auto CAD/Excel.

This role will require you to hold Security Check Clearance & PFSO, which means you must be a UK citizen with minimum of 5 years residence in the UK.

We will support the application for Security Clearance if you do not currently have this in place.
