Are you an experienced Recruitment Manager, Senior Operations Manager or Recruitment Director with a strong background in running high-performing recruitment teams and operational functions? This is a rare opportunity to build and launch a fully operational recruitment division within an already established and highly respected social care organisation operating across the UK.
Unlike a traditional recruitment agency start-up, the foundations are already in place. The business already provides social care services for adults and children nationwide and has an extensive network of existing clients, hiring relationships and a substantial database of qualified social care professionals. What they now need is an experienced recruitment leader who can create, implement and manage the operational infrastructure that will allow the recruitment division to scale successfully.
This is not a sales role. There is no requirement to generate business or cold call clients. Instead, the focus is entirely on operational leadership, compliance, process creation, recruiter management and building a best-in-class recruitment function.
The Role
- You’ll take ownership of establishing and managing the day-to-day operational framework of the recruitment division, ensuring it is compliant, scalable and commercially effective.
- You’ll be responsible for:
- Setting up and managing the operational structure of the recruitment division
- Creating recruitment workflows, systems and internal processes
- Managing compliance procedures across permanent and temporary recruitment
- Overseeing eligibility to work checks, safeguarding procedures and background checks
- Ensuring all recruitment activities comply with current legislation and best practice
- Advising on and managing IR35-related processes and contractor legislation
- Developing onboarding and candidate management procedures
- Training, mentoring and managing recruitment consultants and delivery staff
- Implementing performance standards, KPIs and operational efficiencies
- Working closely with senior leadership to scale the recruitment offering nationally
- Building a professional, compliant and high-performing recruitment culture

You will have:
- Significant experience managing recruitment operations within a recruitment agency environment
- Strong understanding of temporary recruitment processes and compliance
- Excellent knowledge of IR35 legislation and contractor compliance
- Experience creating recruitment processes, workflows and operational systems
- A background managing, training and mentoring recruiters
- Strong organisational and leadership skills
- Experience within healthcare, social care, education or regulated sectors would be highly advantageous
- The ability to work autonomously and build operational infrastructure from the ground up
