I'm pleased to be supporting Rushmoor Borough Council exclusively in the search for their new Investment Portfolio Manager. This is a strategic role that sits at the core of the council's new Asset Management Strategy supporting financial resilience, longāterm planning and commercial ambition. It's a unique opportunity to take ownership of a diverse investment estate and shape how the council strengthens performance, manages risk and makes informed, evidenceābased decisions at both asset and portfolio level.
Leading the Investment Portfolio
The Investment Portfolio Manager will lead the strategic management of the council's investment estate supporting the soon to be adopted Asset Management Strategy, with responsibility for the management of a newly appointed external Asset Manager. This is a role for someone who enjoys applying a commercial lens, thinking several steps ahead and ensuring decisions are grounded in analysis, risk awareness and strategic fit. You will be the council's internal investment asset management specialist, providing senior officers and Members with clear advice, wellāreasoned recommendations and the assurance they need to make confident choices about acquisitions, disposals, reāgears, lettings and longāterm asset planning.
Core Areas of Responsibility
- Shape and deliver the investment portfolio delivery plan, ensuring alignment with the AMS, capital plans and financial priorities.
- Apply "hold, review, dispose" tests to inform recommendations on acquisitions, disposals, reāgears and major lease events.
- Maintain oversight of income, risk, lease profile and portfolio resilience, identifying opportunities to strengthen returns and longāterm performance.
Governance, Reporting & Decision Support
- Prepare and present clear, evidenceābased advice to senior officers, Members and governance groups.
- Coordinate regular performance and risk reporting using data from outsourced providers and internal systems.
- Ensure decisions are fully documented, traceable and compliant with governance and constitutional requirements.
Contract & Provider Management
- Act as the client lead for the outsourced asset and property management contract.
- Set KPIs, monitor delivery and challenge underperformance where necessary.
- Oversee assetālevel activity including lettings, lease events, refurbishments and disposals, ensuring alignment with wider strategic objectives.
- Work confidently with external advisors and professional partners to coordinate activity across the portfolio.
- Lead the programme of asset business plan reviews, ensuring plans are robust, consistent and linked to portfolioāwide strategy.
- Work closely with the Asset Manager and Finance colleagues on cashflows, investment proposals and financial reporting.
Stakeholder Engagement
- Act as a key contact for Members, senior leaders and stakeholders on investment estate matters.
- Present balanced advice on options, tradeāoffs and risks.
- Represent the council in discussions with major tenants, partners and advisors.
