I’m pleased to be supporting Rushmoor Borough Council exclusively in the search for their new Investment Portfolio Manager. This is a strategic role that sits at the core of the council’s new Asset Management Strategy supporting financial resilience, long‑term planning and commercial ambition. It's a unique opportunity to take ownership of a diverse investment estate and shape how the council strengthens performance, manages risk and makes informed, evidence‑based decisions at both asset and portfolio level.

Leading the Investment Portfolio

The Investment Portfolio Manager will lead the strategic management of the council’s investment estate supporting the soon to be adopted Asset Management Strategy, with responsibility for the management of a newly appointed external Asset Manager. This is a role for someone who enjoys applying a commercial lens, thinking several steps ahead and ensuring decisions are grounded in analysis, risk awareness and strategic fit. You will be the council’s internal investment asset management specialist, providing senior officers and Members with clear advice, well‑reasoned recommendations and the assurance they need to make confident choices about acquisitions, disposals, re‑gears, lettings and long‑term asset planning.

Core Areas of Responsibility

  • Portfolio Strategy & Performance
    • Shape and deliver the investment portfolio delivery plan, ensuring alignment with the AMS, capital plans and financial priorities.
    • Apply “hold, review, dispose” tests to inform recommendations on acquisitions, disposals, re‑gears and major lease events.
    • Maintain oversight of income, risk, lease profile and portfolio resilience, identifying opportunities to strengthen returns and long‑term performance.
  • Governance, Reporting & Decision Support
    • Prepare and present clear, evidence‑based advice to senior officers, Members and governance groups.
    • Coordinate regular performance and risk reporting using data from outsourced providers and internal systems.
    • Ensure decisions are fully documented, traceable and compliant with governance and constitutional requirements.
  • Contract & Provider Management
    • Act as the client lead for the outsourced asset and property management contract.
    • Set KPIs, monitor delivery and challenge underperformance where necessary.
    • Oversee asset‑level activity including lettings, lease events, refurbishments and disposals, ensuring alignment with wider strategic objectives.
    • Work confidently with external advisors and professional partners to coordinate activity across the portfolio.
  • Asset Planning & Financial Insight
    • Lead the programme of asset business plan reviews, ensuring plans are robust, consistent and linked to portfolio‑wide strategy.
    • Work closely with the Asset Manager and Finance colleagues on cashflows, investment proposals and financial reporting.
  • Stakeholder Engagement
    • Act as a key contact for Members, senior leaders and stakeholders on investment estate matters.
    • Present balanced advice on options, trade‑offs and risks.
    • Represent the council in discussions with major tenants, partners and advisors.
  • Team Leadership & Collaboration
    • Provide day‑to‑day leadership to junior staff involved in portfolio work.
    • Support a high‑performing, commercially aware team culture.
    • Collaborate with colleagues across operational, community, housing and regeneration assets to ensure coordinated, joined‑up decision‑making.

A Portfolio With Variety, Challenge and Opportunity

The role offers exposure to a broad mix of assets, from income‑producing commercial properties to development and regeneration opportunities that require a more strategic, long‑term view. You’ll have the freedom to:

  • Review and shape disposal pipelines.
  • Interrogate performance data.
  • Strengthen reporting and insight.
  • Drive the implementation and medium-term adaptation of asset plans.
  • Influence how outsourced providers operate.
  • Bring a commercial, structured approach to future decisions.

This is a role where curiosity, care and a willingness to “get into the detail” will be valued just as much as your strategic perspective.

What You Will Need To Bring

  • Strong commercial and analytical capability.
  • Experience in investment asset or commercial property management.
  • Confidence managing outsourced providers and setting expectations.
  • Ability to challenge constructively and test the strength of proposals.
  • Skilled in presenting clear, evidence‑based recommendations.
  • Professional judgement around acquisitions, disposals and asset planning.
  • A collaborative mindset and confidence engaging at senior levels.
  • A proactive approach to improving performance and culture.

This role is ideal for professionals who enjoy strategic portfolio work, want to build influence, and are motivated by improving performance rather than simply maintaining it.
