Rubicon Consulting is currently recruiting for Procurement Systems and Compliance Lead on a 6 Month Contract, based in Berkshire.

Reporting to the Head of Procurement Centre of Excellence, the Procurement Systems and Compliance Manager provides central support to the overall Procurement & Property team. You will be joining us at an exciting time where we are currently working to implement a fully end to end e-procurement tool. The successful candidate will take on full accountability acting as the intelligent customer for the e-procurement tool (Ivalua) working closely with our IT providers and support teams. Additionally, they will be responsible for ensuring effective compliance is in place and embedded within the procurement team, along with offering advice and guidance to the Buyers to ensure compliance.
Key Accountabilities
- Serve as Subject Matter Expert in Ivalua for Procurement & Property, overseeing upgrades and patches to ensure processes are maintained. Collaborate with the support teams to manage and resolve any issues or amendments as required.
- Work closely with the P2P team to ensure seamless crossover activity between systems.
- Provide first-line technical and user support for the e-procurement system.
- Manage and co-ordinate the engagement with the second line technical support to ensure effective maintenance and performance of the e-procurement system.
- Drive compliance, ensuring the governance framework is embedded across Procurement and documentation is maintained.
- Support all internal and external audit activities and lead the execution of attestation checks to ensure compliance.
- Responsible for standing up and maintenance of Centre of Excellence Risk Register.
- Lead and maintain the Conflict-of-Interest process, ensuring all related policies and guidance remain current, and that the procurement team is fully trained and consistently compliant with established requirements.
- Manage all access to SharePoint folders for the Procurement & Property team.
- Drive procurement standards by taking a proactive role in supporting the Procurement team, ensuring adoption of best-in-class methodologies.
- Actively review and analyse procurement performance data, identifying opportunities for process improvement and making recommendations accordingly to the Head of Procurement Centre of Excellence.
- Support the scoping and delivery of performance improvement projects, working actively with stakeholders across procurement and the wider business to understand the potential impact of new processes and work with the project team to plan effective implementation and adoption.
- Act as the Procurement Champion supporting the development of new eProcurement solutions to drive improved procurement monitoring, control and performance reporting for the business.
- Manage and co-ordinate the engagement with various other procurement software providers such as D&B, Moodys and Achilles.
- Support the Head of Procurement Centre of Excellence with updates to procurement policies as required, plus creation or updates to any required Standard operating procedures, and Terms of Reference as required.
- Ensure compliance with relevant laws and regulations, including PA23, UCR (Utilities Contracts Regulations), Competition Law, Fraud & Bribery and Modern Slavery, Conflict Minerals, Real Living Wage in Supply Chain etc.
- Provide training on best practice procurement processes, as required, to stakeholders within the procurement function and across the wider business.
Requirements
- Expert knowledge of end-to-end procurement processes and operating model.
- Educated to degree level and/or equivalent professional experience.
- Completion of PA23 (transforming public procurement) government training is desirable.
- Relevant professional qualification (e.g., MCIPS) would be useful.
- Understanding from a system experience of e-procurement systems such as SAP, S4Hana, Coupa, Oracle or Ivalua.
- Understanding of best practice procurement policies, processes and systems.
- Strong analytical and reporting skills.
- Commercial awareness and ability to build a commercial business case for change.
- Good communication and project management skills.
